The materials in FOIA 2018-0058-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the following FOIA for related material: 2018-0062-F In January of 1994, President Clinton proposed the gathering of the Western Hemispheric presidents and leaders in the interest of promoting trade, furthering international relations, supporting democracy in the Western Hemisphere and to celebrate the North America Free Trade Agreement (NAFTA). The First Summit of the Americas was convened in Miami, Florida on December 9 through December 11, 1994 by President Clinton. This was a historic event as it was the first ever Hemispheric-wide summit held in the United States. The Summit was attended by 34, all democratically-elected leaders from North, South, and Central America, Cabinet Ministers, business leaders, labor and Non-governmental organizations. The goals and focus of the Summit were to stimulate economic growth through trade and economic integration, open new markets, strengthen hemispheric democracy, promote sustainable development and bring together nations to improve the quality of life for all people. Prior to the Summit of the Americas, the Declaration of Principles and a Plan of Action for the Summit was being developed. The United States hosted many inter-governmental meetings and international organizations contributed many suggestions and documents to help produce the Plan of Action. The Declaration of Principles and a Plan of Action was signed in Miami by all 34 leaders in attendance. The Declaration of Principles established a pact for development and prosperity based on the preservation and strengthening of the community of democracies of the Americas. The document sought to expand prosperity through economic integration and free trade; to eradicate poverty and discrimination in the Hemisphere; and to guarantee sustainable development while protecting the environment. There were side conferences and meetings being held as well, such as The Summit Network (Parallel Summit). This summit was attended by sponsors and investors who accompanied the Heads of States, business, civic, and educational leaders. They discussed enhancing trade and relations among all participating countries at the Summit, social, educational and business networking. The Conference on Hemispheric Integration held on December 10, 1994 was made up of approximately 5 business leaders from each participating government at the Summit, official delegations of each country, business leaders chosen as speakers, other private organizations, legislators, leading academics, labor officials, Cabinet ministers from many participating countries and representatives of selected Non-governmental organizations. Hillary Clinton convened the “Women of the Americas - Hemispheric Women’s Conference”, and “Children of the Americas” that were attended by all the First Ladies who accompanied the Heads of States. They discussed morbidity, infant mortality, education, gun control, HIV/AIDS, childhood diseases, substance abuse, teen pregnancy, and violence. The records responsive to this request consist of correspondence, memoranda, emails, schedules, talking points, remarks, reports, lists, invoices, news articles and drafts. The records contain facts on Florida’s economy, political updates, health care, crime, immigration and education. They also contain background information for all the countries represented at the Summit, copies of interviews from the Miami Herald, Telemundo, and the Wall Street Journal and copies of the Summary of Summit Initiatives and the The Declaration of Principles and a Plan of Action. The Board of County Commissioners Metropolitan Dade County, Florida submitted documentation supporting why Florida should be selected as the location for the Summit. The documentation covered administrative support, fund raising, transportation, lodging, communications, community outreach, conference facilities, security, volunteer recruitment, and any special events.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: WHORM Subject Files and Clinton Presidential Records: White House Staff and Office Files. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
