Freedom of Information Act Collection Textual (2006-0183-F) King Hussein of Jordan and the Middle East Peace Process This collection consists of memoranda, memcons, telcons, correspondence, talking points, cables, and emails that highlight the key position King Hussein of Jordan occupied in the Middle East Peace Process during the presidency of Bill Clinton. The material illustrates the close and amicable relationship that developed between Hussein and Clinton and led to considerable progress being made in the general state of affairs in the Middle East. A lasting agreement proved to be elusive, but the two men continued to work at what was viewed by many as an intractable issue right up until the death of Hussein on February 7, 1999 Freedom of Information Act Collection Textual (2006-0184-F) Bill Halter - Office of Management and Budget This collection consists of memoranda, correspondence, reports, forms, notes, articles, and printed electronic email, regarding William A. (“Bill”) Halter. Bill Halter served as Senior Advisor in the Office of Management and Budget (OMB) from 1993 to 1999. As Senior Advisor, he provided counsel to OMB on policy issues regarding review and evaluation of the management practices and budgets of federal departments. Freedom of Information Act Collection Textual (2006-0185-F) Asa Hutchinson This collection consists of records related to Asa Hutchinson, Congressman from Arkansas’s Third Congressional District. Records in this collection include: email, television and print news transcripts, house proceedings transcripts, impeachment proceedings transcripts, and records of event attendance. Many email concern immigration, environmental, and impeachment issues. The collection includes cables summarizing accounts of visits by a congressional delegation to Peru and Bolivia to observe counternarcotics operations; a summary concerning a diplomatic note sent to U.S. Congressmen from the Lao government; and an Air Force One manifest for a flight from Andrews Air Force Base in Maryland to Little Rock, Arkansas and back on March 4, 1997. Records concern the U.S. reaction to the 1994 genocide in Rwanda. Freedom of Information Act Collection Textual (2006-0187-F) Republic of Haiti This collection contains materials from the White House staff office of the National Security Council (NSC), from 1994. Records include correspondence, memoranda, newspaper articles, press releases, reports, and talking points. The majority of the materials are letters from President Clinton to various members of Congress. The President's letters are in response to congressional members whose original correspondence questioned the President's authority to use force without prior approval by Congress. Talking points explain the arguments for military intervention to various groups that the President met at the White House, including the Congressional Black Caucus, or to various news organizations and wire services. Reports include the justification of economic fund transfers in support of the reconstruction of Haiti, the public affairs strategy for possible military intervention, or the notification to Congress as required by the War Powers Resolution, when U.S. forces were deployed. Freedom of Information Act Collection Textual (2006-0188-F) Richard Sheppard Arnold This collection consists of records related to Richard Sheppard Arnold’s consideration for two U.S. Supreme Court vacancies and Attorney General of the United States. Arnold was a well-respected Judge for the U. S. Court of Appeals for the Eighth Circuit. The files contain handwritten notes, reports, biographies, memorandum, clippings, articles, email, and correspondence recommending Richard Arnold’s nomination to replace Harry Blackmun on the Supreme Court. Freedom of Information Act Collection Photographs (2006-0190-F) White House Photos - Chautauqua, New York This request consists of photographs of President Clinton’s trip to Chautauqua, NY in October of 1996, and his trip to the Presidential Debate in Hartford, CT on October 6, 1996. The photographs document President Clinton taping a Radio Address at the Chautauqua Institution, walking with Hillary Rodham Clinton, walking with Senator George Mitchell and Kirk Hanlin, playing golf with Erskine Bowles, et al., and speaking with advisors at the Athenaeum Hotel. Photographs also document President Clinton speaking with reporters and conferring with Mike McCurry, Leon Panetta, Joe Lockhart, Doug Sosnick, Erskine Bowles, Bob Squier, George Stephanopoulos, and Bruce Lindsey. This collection includes photographs of President Clinton and Senator Robert “Bob” Dole participating in the first Presidential debate at Bushnell Auditorium in Hartford, Connecticut, and the post-debate party at Union Station in Hartford, Connecticut. Freedom of Information Act Collection Textual (2006-0191-F Segment 1) 9/11 Commission Report This collection contains materials from the National Security Council. The collection consists of a number of specific documents concerning Usama bin Laden and the initial terrorist assaults of al-Qaeda against the United States. These documents are referenced in Chapter 4 of the 9/11 Commission Report. In the process of locating responsive records, additional records dealing mainly with terrorism were processed into the collection. The files contain correspondence, memos, testimony, talking points, speeches, fax cover sheets, articles, email, and schedules. The collection consists of files from Samuel (“Sandy”) Berger and Richard A. Clarke. Freedom of Information Act Collection Textual (2006-0192-F) MacArthur DeShazer and Rwanda, 1993-1994 This collection consists of records relating to MacArthur DeShazer, who served as Director of African Affairs at the National Security Council during the Clinton Administration, and United States policy towards Rwanda from 1993-1994. Memoranda, reports, correspondence, papers, cables, and emails make it clear that DeShazer’s major worry revolved around mounting relief operations at the height of the genocide taking place in Rwanda. All of the Chief of Staff files had already been pulled for previous FOIA cases vis-à-vis the slaughter capturing the world’s attention. Freedom of Information Act Collection Textual (2006-0193-F) Guam This collection consists of records related to Guam. These records discuss Guam’s political status, proposed legislation (namely the Guam Commonwealth Act), economic development, tourism, the United States Military’s use of land in Guam, immigration, and President William J. Clinton and First Lady Hillary Rodham Clinton’s visits to Guam. This collection consists of correspondence, memoranda, press clippings, reports, and speeches concerning Guam. Freedom of Information Act Collection Textual (2006-0194-F) Commonwealth of the Northern Mariana Islands (CNMI) These records describe the Clinton Administration’s proposal to apply federal immigration and minimum wage laws to the Commonwealth of the Northern Mariana Islands (CNMI); and also the CNMI’s circumvention of US garment duties and quotas. Records also include materials concerning resolutions of the CNMI legislature, US disaster relief following typhoons, and invitations to the CNMI regarding events such as the 50th Anniversary Commemorative Events for World War II. Segment 2 contains email from the Automated Records Management System (ARMS) Email. ARMS Email for this FOIA collection contain the phrases “Bureau of Indian Affairs” or “Federal Indian Policy” in the “Subject” line. The records include email created and received by Mickey Ibarra and Lynn G. Cutler with specific reference to Indians/Native Americans. The collection includes almost every topic of domestic policy as it relates to Native American people, including crime, teen suicide, gaming, the Census, housing, education, welfare reform, and health care. The collection also consists of records concerning the President’s Initiative on Race and the New Markets Tour. Also included are policy discussions concerning topics specific to Native American interests such as reservation boundaries, reservation tourism, tribal colleges, and sacred sites (the Kennewick Man).
