The Referendum asked Québécois voters whether Quebec should secede from Canada and become an independent state. This collection consists of cables, correspondence, email, notes, press guidance, schedules, and talking points. FOIA request 2007-0302-F consists of cables, correspondence, emails, notes, press guidance, schedules, and talking points concerning the 1995 Quebec Referendum on Sovereignty. The “No” side of this referendum was opposed to sovereignty and desired for Quebec to remain a part of Canada’s federal structure. A key campaigner for this federalist argument was Canadian Prime Minister Jean Chrétien. The “Yes” side of the referendum desired a sovereignty characterized by a “new economic and political partnership…respecting the future of Quebec.” The “Yes” side of the referendum was led by the Premier of Quebec James Parizeau and Lucien Bouchard, the leader of the Bloc Québécois party. Votes for the 1995 Quebec Referendum were cast on October 30, 1995. The “No” side won a narrow majority (50.6%) of the vote. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Electronic Daily Diary is a log of the President’s daily activities and is arranged chronologically by date. Access Collection is open to all researchers.
