This collection consists of records relating to the 1996 State of the Union Address. The collection contains information and statistics submitted by various government departments and working groups, suggested themes, research materials, lists of potential SOTU guests, speech drafts, responses to the SOTU, correspondence, media outreach planning, news clippings, and photocopies of signed covers of the SOTU sent to information contributors, members of the legislature, and supporters.

The materials in FOIA 2020-0810-F (Seg 2) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Article II, Section 3, Clause 1 of the Constitution states that the President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.” For much of the nation’s history, this presentation was known as the President’s Annual Message to Congress; it wasn’t until 1947 that “the State of the Union” (SOTU) became the more commonly used name. Each year, the House of Representatives and the Senate both pass a resolution setting a time and date for the address and issue an invitation to the President for that time. Since the 1930s, the address has typically been scheduled in either late January or early February, though outliers exist. Preparations for the President’s speech begin months in advance, with various departments compiling research and statistics for working groups who construct the general theme, outline, and specific wording of the message. This collection contains information and statistics submitted by various government departments and working groups, suggested themes, research materials, lists of potential SOTU guests, speech drafts, responses to the SOTU, correspondence, media outreach planning, news clippings, and photocopies of signed covers of the SOTU sent to information contributors, members of the legislature, and supporters. Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: WHORM Subject Files, and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
