Scope and Content Note The materials in FOIA 2006-0195-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0195-F contains a variety of records concerning Micronesia, the Republic of Palau, and the Republic of the Marshall Islands during the Clinton Administration. The White House Office of Records Management (WHORM) Subject Files contain a variety of topics concerning the Marshall Island, Micronesia, and Palau. These topics include ownership, American support, and the maritime interests of these islands; natural disasters in the Marshall Islands and Micronesia, such as typhoons, coastal surges, and droughts; President Clinton’s ambassadorial appointments to the Marshall Islands, Micronesia, and Palau; and public health issues resulting from World War II. White House Staff and Office Files contain requests from the Marshall Islands and Micronesia to President Clinton and the Federal Emergency Management Agency for disaster declarations and assistance; drought in Micronesia and the Marshall Islands in 1998; Tropical Storm Paka’s impact on the Marshall Islands; Tropical Storm Isa and Tropical Storm Jimmy’s impact on Micronesia; Typhoon Dale’s impact on Micronesia; Typhoon Fern’s impact on Micronesia; and high waves impacting the Marshall Islands in 1994 and 1997. The collection also contains records concerning the Investment Development Fund Advisory Board of the Marshall Islands and the Micronesian Investment Development Fund Advisory Board. Records from the National Security Council are largely made up of various correspondences concerning the ongoing struggle in the Marshall Islands, Micronesia and Palau to achieve some level of economic development required to lessen their dependence of foreign aid. The Automated Records Management System and Tape Restoration Project records contain emails from various White House staff and people outside of the White House concerning a variety of topics including but not limited to concerning government, immigration, economic policy and legislation. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in five collection areas - Clinton Presidential Records: WHORM Alpha Files; Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: Automated Records Management System [Email]; and, Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993-1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6-sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. TRP emails are arranged chronologically by creation date. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore may be restricted in whole or in part in accordance with legal exemptions.
