This collection consists of records related to International Broadcasting. U.S. international broadcasting began to evolve after the end of the Cold War and the collapse of the Soviet Union. The International Broadcasting Act of 1994 consolidated foreign transmission efforts within the United States Information Agency (USIA). The Voice of America (VOA), Radio Free Europe/Radio Liberty (RFE/RL), Radio Marti and Radio Free Asia are under the umbrella of the International Broadcasting Bureau within USIA. The files contain correspondence, memoranda, speeches, schedules, email, and cables.

The materials in FOIA 2006-0202-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0202-F contains materials from several White House staff offices and individuals, the majority being the directorates of the National Security Council, from 1993-1995. U.S. international broadcasting began to evolve after the end of the Cold War and the collapse of the Soviet Union. The International Broadcasting Act of 1994 consolidated foreign transmission efforts within the United States Information Agency (USIA) under a new bipartisan Broadcasting Board of Governors (BBG), which succeeded the BIB. The 1994 Act combined the Voice of America (VOA), Radio Free Europe/Radio Liberty (RFE/RL), Radio Marti and Radio Free Asia under the single roof of the International Broadcasting Bureau within USIA. Most notably, one of the highlights of the 1994 Act was the move of RFE/RL from Munich, Germany to Prague, Czech Republic. The White House Office of Records Management (WHORM) Subject Categories for international broadcasting/BIB contain records on congressional opposition to a VOA/BIB transmitter in Israel, letters from President Clinton to various members of Congress thanking them for their assistance in international broadcasting reform, BIB resignation letters to President Clinton, letters to President Clinton and the White House Office of Presidential Personnel for consideration to serve on the BIB/BBG, and annual reports from various years of the BBG. The WHORM Alpha Files contain no relevant records. The White House Staff and Office Files contain correspondence, memoranda, speeches, and schedules maintained by individual staff members. The files from the Office of Presidential Personnel consist of resumes and letters of introduction and support from individuals interested in serving on the BIB/BBG. The National Security Council files of Morton Halperin contain the largest amount of textual material related to international broadcasting reform. These files contain routine correspondence between the directors of BIB, USIA, VOA, and RFE/RL and various staff members of the National Security Council. These files also contain congressional correspondence dealing with the consolidation of RFE/RL and Radio Free Asia into USIA. Many of the files contain memorandum between the White House, RFE/RL and USIA regarding the decisions, logistics, and alternatives of the RFE/RL move from Munich to Prague. This includes various move plans and the lease agreement between the Czech Republic and RFE/RL. Also contained are the RFE/RL Transition Implementation Plan from October 1994 and the Prague Relocation Plan, as required by the International Broadcasting Act of 1994. A number of memos from RFE/RL to various governmental agencies are included in the Halperin files. The files of Jeremy Rosner contain additional correspondence between congressional members and the White House, BIB, or USIA regarding international broadcasting. The files of P.J. Crowley contain background information and a list of participants for the President’s June 1993 announcement ceremony on international broadcasting reforms. Various press releases regarding international broadcasting are also included in this file. The files of Nancy Soderberg include newspaper articles on Radio Marti & RFE/RL and Office of Management and Budget (OMB) budget funding for BIB in the upcoming fiscal years. The National Security Council Unclassified Records Management System (URMS) contains draft bills for USIA authorization in FY 1994 and FY 1995, requests to meet and discuss international broadcasting reform with the Deputy National Security Advisor, correspondence between the National Security Advisor and the AFL-CIO regarding the creation of a new board to oversee U.S. international broadcasting, correspondence between the National Security Advisor and Senator Claiborne Pell, and a copy of the U.S. International Broadcasting Act of 1993. The Automated Records Management System (ARMS) Emails contains little information about the consolidation of international broadcasting. In this collection, there are multiple copies of an OMB Legislative Referral Memorandum for a draft bill regarding immigrants working for the BBG or BBG grantee organizations. There are only three emails that contain discussions from 1993-1995 dealing with the BIB/BBG. The NSC Cable, Email, and Records Management Systems contain additional information about the reform of U.S. international broadcasting and various broadcasting topics. NSC Cable System includes summaries of press reports from Israel regarding the cancellation of a BIB/VOA radio transmitter and IBB staffing issues in Asia and Africa. The NSC Records Management System provides the researcher with correspondence from the National Security Advisor to the President about the status of international broadcasting reform. Also included is the 1994 plan submitted to the President by USIA and BIB for the consolidation of international broadcasting and correspondence between the President and Senator John Kerry, thanking him for his support to reform international broadcasting.

Records responsive to this FOIA request were found in four collection areas—Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. WHORM Subject and WHORM Alpha files are processed at the document level. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room.

Access to Clinton Presidential Records is governed by the Freedom of Information Act (FOIA) (5 USC 552 as amended) and the Presidential Records Act (PRA) (44 USC 22) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
