This collection consists largely of the First Lady’s Office files that include memos, background files, and meeting notes concerning the formation and actions of the Health Care Taskforce and working groups. These files include records pertaining to the Health Care Taskforce and working group development; the Association of American Physicians and Surgeons lawsuit brought against Hillary Clinton; and the final Report on Health Care Reform. Files also contain correspondence concerning President Clinton’s decision to appoint the First Lady to chair the Health Care Taskforce.

FOIA request 2006-0223-F contains materials from White House staff offices and individuals; White House Office of Records Management (WHORM) Subject Files; NSC Cables, NSC Emails; and NSC Records Management. The topic of this request was limited to include only records that concerned First Lady Hillary Rodham Clinton’s appointment to chair the taskforce and to develop legislation for comprehensive health care reform. This collection consists largely of the First Lady’s Office files that include memos, background files, and meeting notes concerning the formation and actions of the taskforce and working groups. Further, the collection consists of memos, background files, and court documents concerning legal proceedings involving the taskforce, working groups, Hillary Clinton, and Ira Magaziner. January 25, 1993 President Clinton announced the formation of a taskforce to develop legislation for comprehensive health care reform. President Clinton announced that the “Health Care Taskforce” would be chaired by First Lady Hillary Rodham Clinton. The President named senior advisor for policy development, Ira Magaziner to lead interdepartmental working groups. The working groups coordinated policy development for the taskforce. The taskforce and working groups deliberated in private. The White House did not disclose the identities of working group members. Healthcare organizations, most notable the Association of American Physicians and Surgeons (AAPS) filed suit against the taskforce and working groups. The AAPS cited the Federal Advisory Committee Act (FACA), claiming that the taskforce should make meetings public and publish meeting minutes in the Federal Register. The White House Office of Records Management (WHORM) Subject Files contain documents relevant to this request. WHORM Subject Files contain correspondence concerning President Clinton’s decision to appoint the First lady to chair the Health Care Taskforce. The White House Staff and Office Files contain documents relevant to this request. White House Staff and office files were pulled primarily from the Counsel’s Office and the First Lady’s office. These files include records pertaining to the Health Care Taskforce and working group development; the Association of American Physicians and Surgeons lawsuit brought against Hillary Clinton; and the final Report on Health Care Reform. Records from these files include background information, correspondence, memos, and reports. The NSC Cable, Email, and Records Management Systems contain additional records regarding President Clinton’s decision to appoint the First Lady to chair the Health Care Taskforce. Records from the NSC Cable System primarily hold cables that discuss foreign media’s reaction to Hillary Rodham Clinton’s appointment. Records from the NSC Email System consist of press releases concerning the appointment of the First Lady to chair the Health Care Taskforce. The NSC Records Management System consists primarily of correspondence from individuals from other countries congratulating President Clinton or Hillary Rodham Clinton on her appointment to chair the Health Care Taskforce.

Records that were responsive to this FOIA were found in three collection areas – Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: Staff and Office Files, Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. In addition, WHORM Subject files are normally processed at the document level. However, when a subject file scan ID involves multiple records then the entire batch of records may be processed. While this method maintains scan id integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
