The records included in this collection are draft schedules, press clippings, memos, event attendee lists and email. The collection also consists of records created by White House staff members that reference the campaign. Scope and Content Note FOIA request 2006-0224-F contains materials from White House staff offices and individuals; White House Office of Records Management (WHORM) Subject Files; the Automated Records Management System [Email]; and the NSC Cable System. This collection consists largely of the First Lady’s Press Office files that include drafts schedules, press clippings, memos, and event attendee lists. However, the collection also consists of records of White House staff members making reference to Hillary Clinton’s campaign or bid for senate election in a letter, memo, or email. The collection further includes some correspondence to and from the President concerning the First Lady’s senate campaign. In 1999, Hillary Clinton formed an exploratory committee to pursue the possibility of running for the U.S. Senate seat in New York. The seat was resigned by long-time New York Senator, Daniel Patrick Moynihan. In February 2000, the First Lady officially launched her senate campaign with an announcement at the State University of New York. Hillary Clinton first faced opposition in Republican candidate, Rudolph Giuliani, the Republican mayor of New York. Giuliani abandoned the race to focus on his treatment for prostate cancer. New York Congressman, Rick Lazio, followed Giuliani as the Republican candidate for the senate seat. Hillary Clinton won the election on November 7, 2000, with 55 percent of the vote. The First Lady was sworn in as United States Senator on January 3, 2001. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in four collection areas – Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designed by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. The Automated Records Management System (ARMS) is a database that contains email records of the Executive office of the President. This system maintained unclassified Presidential record email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 22) and the Freedom of Information Act (FOIA) (5 USC 552 as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions. Provenance Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
