The topics covered by this collection are health care form, specifically funding of the new plan, loss of revenue for physicians and individual coverage. Scope and Content Note The materials in FOIA 2006-0225-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0225-F contains White House correspondence to and from Congress concerning the Health Care Task Force. Records were considered responsive to this FOIA if they were dated from July 1993 to December 1993. The Task Force on National Health Care Reform was created by President Clinton in January 1993 and was charged with developing a comprehensive national health care reform package. The Task Force was chaired by First Lady Hillary Rodham Clinton. The White House Office of Records Management (WHORM) Alpha Files contain no relevant records. The WHORM Subject Files include letters sent by Congress to the White House on the subject of health care reform and the White House responses to those letters. The majority of the congressional letters were written to express the concerns of their constituents. Topics include funding for health care reform, the possible loss of revenue for physicians, and the plan’s coverage for specific groups: individuals with mental illness, veterans, federal employees, Medicare/Medicaid recipients, etc. The White House Staff and Office Files – CF include a list of meetings between the White House Health Care Interdepartmental Working Group members and members of Congress. The White House Staff and Office Files contain correspondence regarding the maintenance of records by the Health Care Task Force and various requests by Congress to view those records. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in three collection areas—Clinton Presidential Records: WHORM Subject Files-General, Clinton Presidential Records: White House Staff and Office Files-CF, and Clinton Presidential Records: White House Staff and Office Files. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject and WHORM Alpha files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination.
