This collection contains the records of Anthony "Tony" Lake as they relate to Rwanda. The records consist of letters, memos, news articles, emails, and cables. Among these correspondence are letters reporting to Congress on the level of the United States’ military involvement, in accordance with the War Powers Resolution. Other correspondence illustrate, in part, the huge effort made by the United States, as well as, non government organizations and international organizations to provide humanitarian aid to Rwanda and the surrounding area.

The materials in 2006-0312-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0312-F consists of records relating to Rwanda, from 1993 though 1994, from the files of Anthony Lake, who was President Clinton’s National Security Advisor from 1993 to 1997. In April of 1994, with a long history of civil unrest and war, the violence in Rwanda, primarily between the Hutus and Tutsis, erupted resulting in genocide. It has been estimated that as many as one million people were killed. Approximately two million Rwandans fled to neighboring countries. The overcrowded, ill-equipped refugee camps were plagued with disease, starvation and violence. In response, the Clinton Administration sought to provide humanitarian assistance, to politically stabilize the region, and to restore order in Rwanda, allowing those who had fled to return to their homeland. Documents responsive to this FOIA consist of letters, memos, news articles, emails, and cables related to the crisis in Rwanda. Among these correspondence are letters reporting to Congress on the level of the United States’ military involvement, in accordance with the War Powers Resolution. Records that were responsive to this FOIA request were found in two collection areas – Clinton Presidential Records: National Security Council, Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
