This collection consists of materials related to Mike Beebe, a former Arkansas State Senator. It includes correspondence, notes, memoranda, email, press releases, and news articles related to topics of interest to Mr. Beebe and those he wished to forward to President Clinton.

The materials in FOIA 2006-0317-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0317-F contains materials consisting of correspondence between President Clinton and Mike Beebe, who was at the time a member of the Arkansas State Senate. In addition to letters, there are related notes and memos concerning topics that were addressed in the correspondence between President Clinton and Senator Beebe. The White House Office of Records Management (WHORM) Alpha File contained only one record of interest. The record is a letter from Ricki L. Seidman, Director of Scheduling and Advance, to Senator Beebe, thanking him for an invitation and declining the invitation for the President to be the 1994 Grand Marshal at the Searcy, Arkansas Christmas parade. The White House Office of Records Management (WHORM) Subject File contains a limited amount of material regarding Mike Beebe. One letter from Mike Beebe to President Clinton is concerned with the practical application of Federal and state regulations pertaining to pediatric dentistry and Medicaid. The regulation in question relates to the dental screening for children prior to reaching the age of one year. The inquiry by Senator Beebe started with a letter he had received from a dentist in Searcy, Arkansas. Senator Beebe’s letter to the President resulted in a request for information by the White House to the Department of Health and Human Services. Resolution of the question is found in a letter, dated June 22, 1993, from Carol H. Rasco, Assistant to the President for Domestic Policy, to Senator Beebe. A letter from Senator Beebe to “Mack” McLarty, White House Chief of Staff, suggested that Dorothy Moore a former receptionist/ phone operator in the Arkansas Governor’s Office be permitted to answer the phones at the White House for a day. The letter was signed by all of the members of the Arkansas State Senate. Also among the correspondence, from Senator Beebe to the President Clinton, is a letter thanking the President for the opportunity to spend a weekend at the White House and attend an Oval Office function concerning adoption issues. A memo, to President Clinton from Betty Currie of the White House staff, contains a list and summary of recent personal correspondence to the President. Among the correspondence listed is a letter from Senator Beebe, dated April 6, 1993, which is summarized as expressing support of Marion Berry for appointment as the Chief of the Soil Conservation Service. Letters from the President to Senator Beebe consist of several annual birthday greetings and a letter congratulating Senator Beebe on becoming the President Pro Tempore presiding over the 83rd Arkansas General Assembly. Providing only the very basic details concerning phone calls and meetings, the Electronic Daily Diary, on the whole, is not a valuable tool for the researcher. Only two records of this type were found which are responsive to this FOIA. The Automated Records Management System (Email) and the Tape Restoration Project (Email) consists of press releases, newspaper articles, memos, and correspondence with reference to Mike Bebee. Email from within this collection is largely regarding ARKids First, Arkansas’s health insurance program for children from low income families. Senator Beebe sponsored the bill that created ARKids First in 1997. The NSC Cable, Email, and Records Management Systems contain additional records regarding Senator Mike Beebe. The NSC Email System consists of two folders, both containing press releases of speeches given by the President in which Senator Beebe is mentioned.

Records that were responsive to this FOIA were found in six collection areas - Clinton Presidential Records: WHORM Alpha Files, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: Electronic Daily Diary, Clinton Presidential Records: Automated Records Management System (ARMS) Email, Clinton Presidential Records: TRP Emails and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, WHORM Alpha Files and WHORM Subject are normally processed at the document level. However, when a subject file scan ID involves multiple records then the entire batch of records may be processed. The WHORM Alpha File was compiled be the White House Office of Records Management and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore, records may be restricted in whole or in part in accordance with legal exemptions.
