This collection contains transcripts, draft remarks, research material, and e-mails pertaining to remarks by First Lady Hillary Rodham Clinton at the Sorbonne in Paris, France on June 17, 1999. In her remarks, entitled “Globalization into the New Millennium”, the First Lady discussed the challenges that globalization presented society. Mrs. Clinton emphasized the need to develop efficient governments and good citizens in order to create a prosperous and peaceful 21st century. Mrs. Clinton accompanied the President on his 1999 summer trip to Europe for the G-8 Summit, following NATO involvement in the Kosovo crisis. In her remarks, entitled “Globalization Into The New Millennium”, the First Lady discussed the challenges that globalization presented society. Mrs. Clinton emphasized the need to develop efficient governments and good citizens in order to create a prosperous and peaceful 21st century. She referenced events in Kosovo often, citing the need to remember past evils and prevent them in the future. The speech was similar to another speech Mrs. Clinton gave in the Czech Republic at Forum 2000 on October 13, 1998. Neither the White House Office of Records Management (WHORM) Alpha Files nor the WHORM Subject files contain any responsive documents. The White House Staff and Office files contain correspondence, memoranda, publications, research materials, schedules, and speeches maintained by individual offices and staff members. In the First Lady’s Press Office, Lissa Muscatine’s file holds an official transcript of the First Lady’s remarks. In the First Lady’s Speechwriting Office, Noa Meyer drafted the remarks for this event. Her file contains research materials, including highlighted articles on globalization dated 1995 through 1997, as well as remarks by Czech Republic President Vaclav Havel at the Forum 2000 conference in October 1999. The Automated Records Management System (ARMS) Emails include many responsive documents, such as correspondence between the speechwriters, the First Lady’s office, and the United States Information Agency (USIA) regarding the content of Mrs. Clinton’s remarks, her press schedule for June 17, 1999, and a draft of the official transcript.

Records that are responsive to this FOIA request are found in these collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: Automated Records Management System (ARMS) Emails. As policy, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.

Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
