This collection consists of records concerning a Camp David visit from Brazilian President Fernando Henrique Cardoso and his wife on June 7, 1998. No official transcript of conversation between Presidents Cardoso and Clinton exists, but it was reported that they held a positive and wide-ranging discussion on current issues and topics. These records include correspondence, planning discussions, press clippings, email, and cables concerning the President and Mrs. Cardoso's visit.

The materials in FOIA 2006-0526-F are a selective, not necessarily all-inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. In 1998, President Clinton invited Fernando Henrique Cardoso, President of Brazil from 1995 to 2003, to an informal dinner and overnight visit to Camp David on June 7. Cardoso enjoyed a close relationship with President Clinton, and was only the second head of state to stay overnight at Camp David during the Clinton Administration. Although no official transcript of the two leaders’ conversation that night exists, it is known they held a positive and wide-ranging discussion on current issues and topics. The White House Office of Records Management (WHORM) Subject file contains two folders with materials responsive to the FOIA request. These materials consist of routine correspondence between President Clinton and President Cardoso referencing the Camp David visit. The Automated Records Management System (ARMS) Emails and the Tape Restoration Project (TRP) Emails both contain responsive documents. These emails discuss planning for President Cardoso’s visit and mentions of the meeting between the two leaders in newspapers and press briefings. The NSC Cable, Email, and Records Management Systems (RMS) contained responsive records. The NSC Cables and Emails primarily include planning discussions and press clippings which mention Cardoso’s visit. The NSC Records Management Systems consists of planning documents for the dinner.

Records that are responsive to this FOIA request were found in four collection areas— Clinton Presidential Records: WHORM Subject File; Clinton Presidential Records: Automated Records Management System (ARMS) Emails; Clinton Presidential Records: Tape Restoration Project (TRP) Emails, and Clinton Presidential Records: NCS Cable, Email, and Records Management Systems (RMS). The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is available in our research room. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. Arms emails are arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
