This collection includes materials relating to Viktor Bout (or Butt), a suspected international arms smuggler, the so-called “Merchant of Death.” The records include cables and email regarding travel by members of the National Security Council (NSC) to South Africa, and a meeting of the South African Development Commission (SADC).

The materials in FOIA 2006-0685-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0685-F records came from the NSC Cable, Email, and Records Management Systems. The records in question were cables and emails, most of which were closed in their entirety for reasons of national security. The opened documents deal with travel by members of the NSC and a meeting of the SADC (South African Development Commission). Viktor Bout (or Butt), a suspected international arms smuggler, was the target of a large-scale investigation in the final years of the Clinton Administration. Officials at the NSC and Department of State attempted to build a case against the so-called “Merchant of Death.” In the end, their legal maneuverings did not result in his apprehension.
