First Lady Hillary Rodham Clinton served as the Chair of the President's Task Force on National Health Care Reform. The files contain reports, memoranda, correspondence, schedules, and news clippings. These materials discuss topics such as the proposed health care plan, the need for health care reform, benefits packages, Medicare, Medicaid, events in support of the Administration's plan, and other health care reform proposals. Furthermore, this material includes draft reports from the White House Health Care Interdepartmental Working Group, formed to advise the Health Care Task Force on the reform plan. Scope and Content Note The materials in FOIA 2006-0810-F (segment 1) are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0810-F (segment 1) contains materials regarding First Lady Hillary Rodham Clinton’s involvement in the Clinton Administration’s efforts to enact health care reforms between 1993 and 1996. In January 1993, President Clinton announced the creation of the Task Force on National Health Care Reform and designated the First Lady as its chair. The Task Force aimed to create a plan for comprehensive reform of the American health care system, aided by the recommendations of the White House Interdepartmental Working Group. In the fall of 1993, the Clinton Administration presented its proposal, which centered around the creation of a National Health Board and regional Health Alliances, to Congress. The First Lady testified in defense of the Administration’s plan before congressional committees, and numerous organizations outside of the White House joined in supporting the proposal. However, the Administration’s health reform initiative was not without controversy. In February 1993, the American Association of Physicians and Surgeons filed a lawsuit against Hillary Clinton and others, charging that both the Task Force and Interdepartmental Working Group were in violation of the Federal Advisory Committee Act. In addition, organized opposition to the American Health Security Act, as the Clinton plan was called, prevented its passage in 1994. Eventually, President Clinton did sign incremental reforms into law through the Health Insurance Portability and Accountability Act of 1996, sponsored by Democratic Senator Ted Kennedy of Massachusetts and Republican Senator Nancy Kassebaum of Kansas. Neither the White House Office of Records Management (WHORM) Alpha Files nor the WHORM Subject Files contain any relevant records. The White House Staff and Office files contain correspondence, memoranda, publications, research materials, schedules, and speeches maintained by individual offices and staff members. Many of the records responsive to this FOIA were found in the First Lady’s Office collection. The Books and Pamphlets contain four published documents, dating from1993 and 1994, discussing health care reform. These were created by institutions outside of the White House. Staff Assistant Liz Bowyer’s files include many relevant briefing books and binders. Her HRC Background and Briefing Books files contain two such binders: one is a 1992 edition of the “Sourcebook for Journalists” published by the Alliance for Health Reform and the other is a 1993 Health Care Update book created by the Clinton Administration. The briefing book for the first official Health Care Task Force meeting on March 29, 1993 is located in Bowyer’s HRC Background on Former First Ladies files. The HRC Backup Files from 1993 contain documents produced by an outside organization, the Health Care Reform Project. Lastly, Bowyer’s HRC State by State Health Care Files consist of statistical and anecdotal information regarding health care reform compiled for each state and congressional district. A great deal of responsive documents can also be found in Executive Assistant Pam Cicetti’s files. Her Health Care Materials, dated 1993 through 1994, contain numerous briefing books and background materials covering topics and events important to the health care reform effort, including the First Lady’s congressional testimony and several public forums. In addition to these records, Cicetti’s Health Care Subject Files, divided alphabetically by subject, contain memoranda, correspondence, drafts, reports, newspaper clippings, and published materials discussing many aspects of health care reform. In the First Lady’s Domestic Policy Council records, responsive documents are located in the files of Jennifer Klein, Nicole Rabner, and Neera Tanden. Senior Policy Analyst Jennifer Klein’s materials consist of memos, reports, and published materials regarding health care reform issues, beginning with the initial proposal in 1993 and continuing through the signing of Health Insurance Portability and Accountability Act of 1996. A large number of these files contain published reports from organizations outside of the White House, such as the Kaiser Commission on the Future of Medicaid, the Kaiser Family Foundation, and the Robert Wood Johnson Foundation. Special Assistant to the Deputy Chief of Staff to the First Lady Nicole Rabner’s file contains a compilation of speeches, including the First Lady’s, given at Women’s Health Day in Beijing China on September 5, 1995. Mrs. Clinton touched on the need for universal access to health care in her remarks. Neera Tanden’s materials contain the health care files of Chief of Staff to the First Lady Maggie Williams. These subject files consist of correspondence, background materials, and memos discussing a variety of topics related primarily to the logistics of the Clinton Administration’s efforts at health care reform, including the creation of the Health Care Task Force. In the First Lady’s Correspondence Office, the Form Letter Materials of Alice Pushkar, Director of First Lady’s Correspondence, contain two responsive documents: the Coding Manual with the form letter responses to health care correspondence, and a February 1994 briefing book on health care reform. In the First Lady’s Press Office, responsive materials were found in the files of Lisa Caputo, Steve Cohen, Karen Finney, and Neel Lattimore. Caputo, who was Press Secretary to the First Lady, retained responsive files that including the transcript of an interview between the President and journalists Haynes Broder and David Johnson, press releases, communications planning documents, and newspaper clippings. Deputy Press Secretary Steve Cohen’s files contain the Winter 1993/1994 issue of Domestic Affairs, dedicated entirely to health care reform, and two copies of an informational packet entitled “Health Care Reform: How It Works.” General information on the Health Security Act, health care talking points, and the press release announcing the formation of the Health Care Task Force are located in Deputy Press Secretary Karen Finney’s files. Deputy Press Secretary Neel Lattimore’s files contain logistical information and attendee lists for public health care events attended by the First Lady. In the First Lady’s Speechwriting Office, one responsive document, a draft for a health care editorial written by Hillary Rodham Clinton in October 1994, is located in speechwriter Laura Schiller’s files. A great deal of relevant material can be found in Deputy Chief of Staff, and later Chief of Staff to the First Lady Melanne Verveer’s files. Her Health Care files consist of another copy of the briefing book for the first official Health Care Task Force meeting on March 29, 1993, as well as memos, correspondence, minutes, and press clippings all discussing the Task Force’s activities. In addition, Verveer’s Issue Binders include a series of notebooks containing schedules, briefing materials, memos, correspondence, and press clippings regarding health care related events and meetings attended by the First Lady. Though compiled at the end of the Administration, these notebooks contain responsive documents dated chronologically from the beginning of 1993 through 1998. Lastly, Verveer’s Subject Files contain documents primarily regarding the work of the First Lady in relation to the Health Care Task Force, including materials on the Federal Advisory Committee Act litigation. The files shared by Special Assistant Evan Ryan, Maggie Williams, and Melanne Verveer contain relevant documents already processed in response to FOIA request 2006-0223-F, where they are currently located. Lastly, the Health Care Task Force materials contain briefing books for the First Lady on a wide variety of issues related to health care reform. Copies of these books, compiled mostly by the White House Interdepartmental Working Group, were originally released in agreement with the American Association of Physicians and Surgeons to end litigation concerning the Federal Advisory Committee Act. These briefing materials contain recommendations from the Working Group and published materials used for research. Additional copies of many of the books processed for this FOIA can also be found in FOIA request 2006-0770-F, as well as in the systematically processed records of the White House Health Care Interdepartmental Working Group. As policy, staff and office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
