This collection consists of correspondence, newspaper and magazine articles, memos, papers, and reports. A significant feature of the records are letters from constituents describing their feelings about health care reform and disastrous financial situations they found themselves in as the result of inadequate or inappropriate health insurance coverage. Scope and Content Note The materials in FOIA 2006-0885-F (segment 2) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2006-0885-F contains records concerning President Clinton’s efforts to overhaul the health care system in the United States. He appointed First Lady Hillary Rodham Clinton to be the head of the Health Care Task Force (HCTF). She traveled across the country holding hearings, conferred with Senators and Representatives, and sought advice from reputable sources outside the government in an attempt to repair the health care system in the United States. However, the administration’s health care plan, introduced to Congress as the Health Security Act, failed to pass in 1994. The records in this collection can best be characterized as a mixture of memos and strategy blueprints and correspondence from average Americans. In these letters, individuals describe their various maladies and how the lack of health insurance or shortcomings in coverage caused them to experience catastrophic financial and personal hardships. It is clear that many of the stories were used by the HCTF as a way of illustrating the inadequacy of health care for a large segment of the American population. The papers of Robert Boorstin, one of the main speechwriters of the Clinton administration and a key player in health care reform, contain political research reports on a wide variety of organizations. Several of these groups were opponents of the Clinton Plan and branded their plan as a form of socialism. Written by the National Health Care Campaign Research Unit of the DNC (Democratic National Committee), the reports document several groups including but not limited to the American Conservative Union, American Legislative Exchange Council, Citizens Against Rationing Health, and Citizens for a Sound Economy. Containing form letters and correspondence on a wide variety of topics unrelated to health care reform, the records of Roger Goldblatt are extensive but unfortunately would have little value to the average researcher. This fact can best be explained by the subject matter of many of the missives—crime and violence, education, foreign affairs, and religion. They clearly don’t seem to document the work of the HCTF. Working on health care issues out of the offices of Policy Development and Communication, Simone Rueschemeyer collected letters from constituents that in some cases ended up in the Wall Street Journal, in other instances were filed away for possible future use, and served as a sounding board for plausible solutions to the spiraling out-of-control costs associated with medical bills in the United States. In this capacity she apparently may have acted as a staff secretary for Ira C. Magaziner, an important cog in the HCTF who mapped out the intricacies and details connected with reform. There are many examples in the documents of her becoming a conduit in the arranging of meetings at the White House between Magaziner and experts outside the established system. An executive assistant to Magaziner, Marjorie Tarmey received letters and postcards dealing with an assortment of health care concerns. One notable case in her records involved a voluminous number of postcards from Pro-Choice Resources located in Minneapolis, Minnesota. Constituents utilized this mass mailing to express their belief that a national health care plan must include coverage for a full range of reproductive services—with abortion being part and parcel of such a scheme. The crucial and pivotal memos vis-à-vis health care reform can be found in several places, most notably in the records of Christine Heenan. Decision memos written by Chris Jennings, perhaps Hillary Clinton’s most trusted advisor on issues regarding health care, are sprinkled throughout her material. He gives the First Lady a steady stream of advice concerning meetings and negotiations with key Senators and Representatives. Ira Magaziner, the so-called ―Guru‖ of the Clinton’s attempt at transforming the national health care system, is a constant presence in this collection. His intellect, around-the-clock work ethic, and his commitment to the cause stand out from the beginning to the end of the records of the HCTF. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in one collection area—Clinton Presidential Records: White House Staff and Office Files. In the Staff and Office Files of Arnold Epstein, Lynn Margherio, Christine Heenan, Simone Rueschemeyer, Health Care Interns, Gary Claxton, and Richard Veloz there were several 3½‖ diskettes containing various reports. The materials from these diskettes have been processed electronically and are available for research in an electronic format. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Access Collection is open to all researchers.
