Expand All Collapse All Extent 594 folders, approximately 35,171 pages Summary The majority of the records in this collection consist of reports, polls, and surveys concerning nearly all aspects of health care; many letters from the public, medical professionals and organizations, and legislators to the Task Force concerning its mission; as well as the telephone message logs of the Task Force. Scope and Content Note The materials in FOIA 2006-0885-F (Segment 3) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. In late January of 1993, President Clinton announced the formation of the President’s Task Force on National Health Care Reform (also known as the Health Care Task Force or HCTF). First Lady Hillary Clinton chaired the task force and Ira Magaziner served as chief policy advisor. The HCTF also included Secretaries from the Treasury, Health and Human Services, Commerce, Labor, Defense, Veterans Affairs, and senior White House officials. These senior White House officials included the Director of the Office of Management and Budget, the Assistants to the President for Domestic Policy and Economic Policy, and the Chair of the Council of Economic Advisors. During the announcement of the HCTF, President Clinton invited the American public to send their suggestions concerning health care to the White House. The HCTF also obtained input from consumer rights advocates, government officials, the insurance industry, the legal profession, the medical profession, and the public service sector. The HCTF’s working groups thus received a diversity of opinions and considered a wide range of options. Such options and background analyses for the health care reform package were then narrowed down and recommended for inclusion in the Health Security Act. The Health Security Act of 1993 was a managed competition approach to health care reform. The Act called for competition between insurers and government regulation to control health care costs. The Act also called for universal coverage and individual and employer mandates. Although the HCTF submitted the Health Security Act to the President, other health care reform plans were on the table during this time. These included various plans from Democrats, the Senate Finance Committee bill, the Mitchell bill, the Mainstream bill, and Senator Dole’s bill. The resulting compromise proposal of Senate Majority Leader Mitchell was abandoned in September 1994. Segment 3 of 2006-0885-F consists of a wide variety of materials including articles, briefing papers, clippings, drafts, letters, lists, memoranda, newsletters, notes, polls, presentations, press, reports, tables, statements, surveys, talking points, and telephone messages. This variety of material was located in the Staff and Office files of Catherine Balsam Schwaber, Bob Boorstin, Steven Edelstein, Arnold Epstein, Carolyn Gatz, Roger Goldblatt, Health Care Interns, Christine Heenan, Paul Jamieson, Chris Jennings, Kelcey Kinter, Jennifer Klein, Jack Lew, Lynn Margherio, Meeghan Prunty, Simone Rueschemeyer, Richard Veloz, Susannah Wellford, and Walter Zelman. The records of Catherine Balsam-Schwaber primarily consists of letters from the general public regarding pre-existing conditions; Medicare; older Americans; small business; waste, fraud, and abuse; insurance costs; long-term care; workman’s compensation; health professionals; breast cancer; and rural health care. Balsam-Schwaber served as a White House Staff Assistant during the Clinton presidency. The majority of the letters from small business owners were partially closed in order to protect personal privacy. The records of Bob Boorstin consist of clippings, letters, memoranda, newsletters, polls, press, reports, statements, and talking points. These records concern interest groups representing business, education, health care providers, health coalitions, mental health, patients, seniors, substance abuse, and other areas of interest. Boorstin served as President Clinton’s Health Care Communications Director. The records of Steven Edelstein consist of letters, newsletters, notes, reports, and statements. These newsletters are from members of Congress to the general public. The newsletters concern reports and questionnaires on health care reform. Statements from the Mainstream Coalition discuss Qualified Health Plans. Physicians, small business owners, and self-employed individuals sent numerous letters to the HCTF. These letters describe issues with policy and personal stories. The majority of the letters were partially closed in order to protect personal privacy. The records of Arnold Epstein consist of letters, newsletters, presentations, and surveys. These records concern HCTF involvement in conferences, forums, and meetings regarding various aspects of health care reform. Epstein’s service for the White House in 1993 and 1994 concerned health care delivery and quality management. The records of Carolyn Gatz and Jennifer Klein consist of briefing papers, letters, memoranda, notes, and reports concerning Working Group 17 on Ethical Foundations of the New System. Briefing papers also address the role of information systems in maintaining privacy and security with health care information; health care reform in rural America; and health care for prisoners. The records of Roger Goldblatt consist primarily of letters from small business concerning health care. These letters are arranged by state. Goldblatt’s records also contain thank you cards from President Clinton concerning the Health Security Act. In addition, Goldblatt’s records contain form letters used by the HCTF to address various subjects. The majority of the letters from small business owners were partially closed in order to protect personal privacy. The records of the Health Care Interns contain clippings, form letters, polls, telephone messages, and briefing papers. The form letters answer questions from various constituents regarding the HCTF. The briefing papers reflect the work of two HCTF working groups: the Department of Defense Working Group and the Transition to the New System Working Group. These briefing papers discuss various models and approaches concerning health care. The records of Christine Heenan consist of briefing papers, reports, and telephone messages. The “onepager” briefing papers and some reports promote the Health Security Act. Others reports concern access to health care. Heenan served as a Senior Policy Analyst at the White House during the years of the HCTF. The records of Paul Jamieson contain letters, press, and reports concerning various organizations’ designs for health care reform. Polls and clippings also regard polling data. The records of Chris Jennings consist of briefing papers, drafts, letters, memoranda, newsletters, press, reports, statements, tables, and talking points. The letters to Chris Jennings are from concerned citizens, educational institutions, and legal associations. Briefing papers, drafts, letters, memoranda, reports, statements, tables, and talking points concern various legislative approaches to health care, including the Health Security Act, Mainstream Group proposal, Senate Majority Leader Mitchell’s compromise proposal, and Senator Dole’s bill. Letters, press, statements, and talking points concern the Congressional impasse of health care reform legislation in the fall of 1994. Jennings served as congressional liaison for Hillary Clinton during the activities of the HCTF. The records of Kelcey Kinter contain memos and reports concerning various constituency groups. Kinter served during the first two years of the Clinton Administration, including her assignment to the Health Care War Room. The records of Jennifer Klein primarily consist of briefing papers, letters, and memoranda. These letters and memoranda concern input from various associations, coalitions, and organizations. The briefing papers and memoranda concern the Ethics Working Group, the Non-Physician Providers Work Group, the Populations Based Preventions and Public Health Working Group, and the Quality Work Group. The records of Jack Lew consist of briefing papers, letters, and statements. These letters from Congress and corporations favor, oppose, and concern health care reform during the Clinton administration. These briefing papers discuss universal coverage and bipartisan approaches to health care reform. The statements concern corporations and also state-level health care authorities. The working group drafts in Lew’s records explain the American Health Security Act of 1993. While serving as Special Assistant to the President, Lew was responsible for health care reform legislation. The records of Lynn Margherio contain clippings, letters, lists, memoranda, notes, reports, and statements. Lists, memoranda, and notes describe the Administrative Quality Review Group. Clippings, letters, and reports reflect the HCTF’s interaction with health care reform advocates and organizations. These records also include memos, reports, and statements concerning the Long Term Care Work Group. Memos and reports also discuss potential savings under health care reform. Margherio’s records also contain draft reports on policy and the Health Security Act of 1993. Margherio served as a senior member of the HCTF in 1993 and 1994. The records of Meeghan Prunty consist of a wide variety of material types. Clippings, letters, memoranda, notes, reports, and statements of the Health Professions Review Group, the Labor Management Discussion Group on Workers’ Compensation, and the Mental Health Liaison Group reflect the input from labor organizations, law groups, and physician organizations. Briefing papers, clippings, letters, memoranda, notes, reports, and statements sent to the HCTF document the concerns of various entities. These include business groups, consumer advocacy groups, discussion groups, educational groups, group practices, health associations, health care providers, health care systems, health maintenance organizations, labor organizations, medical centers, non-profits, organizational advising groups, and trade associations. Prunty worked on health care reform while serving as Associate Director of Research and Strategic Planning from 1993 to 1995. The records of Simone Rueschemeyer consist primarily of letters and statements from doctors, patients, and physician groups. Rueschemeyer’s records also consist of health care working group drafts. The majority of the letters were partially closed in order to protect personal privacy. During her time in the White House, Rueschemeyer worked in both the Office of Policy Development and the Office of Communications. The records of Richard Veloz consist of briefing papers, drafts, letters, memoranda, notes, and reports. Many of these records originate from Workgroup 9 on Quality Measurement and Improvement, Workgroup 12 on Supply and Utilization of Non-Physician Providers, Working Group 17 on Ethical Foundations of the New System, Workgroup 40 on Academic Health Centers, and the Financing Group. Other drafts document President Clinton’s health reform proposal. In addition, briefing papers, memoranda, and reports discuss quality improvements to health systems, namely in regards to information technology, dispute resolution, and workforce development. This collection also includes briefing papers, memos, notes, and reports on the Health Security Act of 1993 as it relates to small and large businesses. Veloz was a senior health policy adviser to President Clinton. The records of Susannah Wellford consist primarily of letters. These personal letters sent to the HCTF are arranged by state. While working for the Health Care War Room staff, Wellford organized both grass-roots events and speaking events. The majority of these letters were partially closed in order to protect personal privacy. The records of Walter Zelman consist of articles, briefing papers, polls, reports, statements, and surveys concerning the HMO industry, the Jackson Hole Group, multinational studies on health care reform, policy experts, and also prepaid group practice and mental health. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas – Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
