The files contain memoranda, correspondence, handwritten notes, reports, charts, graphs, bills, drafts, booklets, pamphlets, lists, press releases, schedules, statements, surveys, newspaper articles, and faxes. Much of the material in this segment duplicates records from the previous segments. Scope and Content Note The materials in FOIA 2006-0885-F (segment 5) are a selective body of documents responsive to the topic of the FOIA. Additional material for this FOIA case has been processed in segments 1-4. In late January of 1993, President Clinton announced the formation of the President’s Task Force on National Health Care Reform (also known as the Health Care Task Force or HCTF). First Lady Hillary Clinton chaired the task force and Ira Magaziner served as chief policy advisor. The HCTF also included Secretaries from the Treasury, Health and Human Services, Commerce, Labor, Defense, Veterans Affairs, and senior White House officials. These senior White House officials included the Director of the Office of Management and Budget, the Assistants to the President for Domestic Policy and Economic Policy, and the Chair of the Council of Economic Advisors. During the announcement of the HCTF, President Clinton invited the American public to send their suggestions concerning health care to the White House. The HCTF also obtained input from consumer rights advocates, government officials, the insurance industry, the legal profession, the medical profession, and the public service sector. The HCTF’s working groups thus received a diversity of opinions and considered a wide range of options. Such options and background analyses for the healthcare reform package were then narrowed down and recommended for inclusion in the Health Security Act. The Health Security Act of 1993 was a managed competition approach to health care reform. The Act called for competition between insurers and government regulation to control health care costs. The Act also called for universal coverage and individual and employer mandates. Although the HCTF submitted the Health Security Act to the President, other health care reform plans were on the table during this time. These included various plans from Democrats, the Senate Finance Committee bill, the Mitchell bill, the Mainstream bill, and Senator Dole’s bill. The records in this portion of the FOIA case consist of memoranda, correspondence, handwritten notes, reports, charts, graphs, bills, drafts, booklets, pamphlets, lists, press releases, schedules, statements, surveys, newspaper articles, and faxes from the files of Robert Boorstin, Alice Dunscomb, Richard Veloz and Walter Zelman. Robert Boorstin spent more than 25 years working in national security, political communications, research and journalism. He served for more than seven years with the Clinton administration, acting as the president's national security chief speechwriter, health care communications director, and an adviser to Treasury Secretary Robert Rubin and Secretary of State Warren Christopher. Prior to coming to the White House Boorstin was a reporter for the New York Times. After leaving government Boorstin helped start the Center for American Progress, where he established and ran the program on national security. He was also a director of public policy in the Washington office of Google, where he led the company's efforts on Internet freedom. Boorstin’s records consist of state-by-state, district-by-district profiles, statements, and talking points on the Health Security Act. Alice Dunscomb worked in a research position for the White House during the Clinton administration from January 1993 to May 1993 on the Health Care Task Force. She is a consultant at The Center for Democracy in the Americas. For eight years, she worked as research director and then segment producer for the McLaughlin Group, a current affairs television program. Ms. Dunscomb’s records contain reports and drafts of the Health Care Economics, Health Care Reform and the Health Security Act. Richard Veloz was appointed by President Clinton to be a Senior Health Care Advisor to the President’s Task Force on National Health Care Reform. In that capacity he was a special consultant on the work group committees of Long Term Care and Underserved Populations. He was committed to improving health care for the medically underserved and hard to reach special populations. As the Senior Health Care Advisor he was tasked with developing and implementing legislation to provide comprehensive health care for all Americans. He served as Liaison to the 18 member Congressional Hispanic Caucus. From 1989 to 1993 Mr. Veloz was the Staff Director of the U.S. House of Representatives Select Committee on aging. Mr. Veloz, as the Staff Director had policy, legislative, and oversight responsibility in the areas of Health and Long Term Care, Housing, Retirement and Income, and Human Services. Walter Zelman, Ph.D. was a senior White House health advisor during the Clinton Administration. He currently serves as chair of the department of health science at California State University, Los Angeles. He teaches courses in health policy, vulnerable populations and the health care delivery system. He has also served as President of the California Association of Health Plans (a trade association of California’s managed care insurance plans), a special deputy in the California Department of Insurance, and the executive director of California Common Cause. Dr. Zelman has published two books and numerous articles on health care markets and policy, including a study of California’s 2007-08 failure to achieve health reform, a study of five state efforts to expand coverage, and a study of the options for community-based Medicaid health plans to participate in the health exchanges to be formed under the 2010 health reform law. His current research focus is the policy and politics of health reform.
