FOIA request 2006-1020-F consists of news articles and press briefings concerning the security revocation of John M. Deutch. It also includes memoranda regarding meetings on the investigations regarding Deutch’s mishandling of national security information. John M. Deutch was appointed by President Bill Clinton to be Director of Central Intelligence on May 10, 1995, and he held the position until his resignation December 14, 1996. On December 17, 1996, shortly after leaving the agency, classified information was discovered on Deutch's unclassified computers in his home and at his office. In January 1997, the Office of Personnel Security, Special Investigations Branch, was asked to conduct a security investigation of this matter. The Office of Inspector General opened a formal investigation in March 1998. On March 19, 1998, the Office of Inspector General referred the matter to Department of Justice. On April 14, 1999, Attorney General, Janet Reno, declined prosecution and suggested a review to determine Deutch's suitability for a security clearance, which was ultimately revoked. On February 18, 2000 the CIA Office of the Inspector General released their unclassified report, which can be found online here: http://www.fas.org/irp/cia/product/ig_deutch.html. On President Clinton’s last day in office he pardoned John Deutch.

Records that are responsive to this FOIA request were found in these collections areas—Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System (ARMS) [Emails], and Clinton Presidential Records: NSC Cable, Email, and Records Management System. White House Staff and Office Files were maintained at the folder level by staff members within their individual offices and documents all levels of administrative activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 22) and the Freedom of Information Act (FOIA) (5 USC 552 as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
