With the signing and issuance of Presidential Decision Directive-61 (PDD-61), President Clinton ordered that certain steps be taken to strengthen the counterintelligence program within the Department of Energy. The records consist of various types of correspondence, press releases and reports dealing with security issues addressed in PDD-61 and the President’s Foreign Intelligence Advisory Board’s report, “Science at Its Best – Security at Its Worse.” Scope and Content Note The materials in FOIA 2006-1022-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-1022-F contains a variety of records concerning security and counter intelligence at the Department of Energy and the national laboratories. White House Staff and Office Files contain materials from several different offices. Most of the records which may be responsive to this FOIA are from the National Security Council (NSC) and are made up of various types of correspondence, press releases and reports, many of which are concerned with the development and implementation of Presidential Decision Directive61(PDD-61). With the signing and issuance of PDD-61 (February 1, 1998), President Clinton ordered that certain steps be taken to strengthen the counterintelligence program within the Department of Energy - to include the national laboratories which are responsible for the design and stewardship of the nation’s nuclear arsenal. Records from the NSC, which may be responsive to this FOIA, also relate specifically to “The Report of the Select Committee on U.S. National Security and Military/Commercial Concerns with the People’s Republic of China,” (otherwise known simply as the “Cox Report,”) and the follow-up analysis conducted by the President’s Foreign Intelligence Advisory Board. Additional NSC records are concerned with the highly publicized espionage case involving Wen Ho Lee and a separate incident at Los Alamos National Laboratory involving the temporary loss of two classified computer hard drives. A significant amount of material responsive to this FOIA is contained in the files of the National Security Council (NSC). Although these files are listed, it should be noted that most of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. Record Type Textual System of Arrangement Records which may be responsive to this FOIA request were found in three collection areas - Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: Automated Records Management System [Email]; Clinton Presidential Records: NSC Cable, Email, and Records Management System. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6-sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore may be restricted in whole or in part in accordance with legal exemptions.
