This Executive Order, which President Clinton signed on October 1, 1993, created the National Partnership Council. The Council was comprised of members of the major labor union and advised the President on labor-management relations within executive branch agencies. This collection consists of correspondence, White House memoranda, and email regarding matters related to Executive Order 12871. Scope and Content Note The materials in FOIA 2007-0141-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2007-0141-F contains materials related to the development and implementation of Executive Order (E.O.)12871, ―Labor-Management Partnerships.‖ As part of his administration’s National Performance Review, President Clinton signed this E.O. on October 1, 1993. The E.O. created the National Partnership Council, comprised of members of the major labor unions, to advise the President on labor-management relations within executive branch agencies, particularly on the creation of labor-management partnerships. The E.O. was amended several times and reaffirmed by the President on October 28, 1999. The White House Office of Records Management Subject Files contain material responsive to this FOIA. FG024-02 contains correspondence to President Clinton from the National Air Traffic Controllers Association regarding the application of E.O. 12871 to the Federal Aviation Administration. FG502 and LA contain correspondence and memoranda discussing the inclusion of the National Partnership Council to the E.O. 12781. LA also contains correspondence regarding an amendment to the E.O. addressing the inclusion of the Senior Executives Association and the Federal Managers Association to the National Partnership Council, as well as correspondence regarding a Presidential memorandum reaffirming the E.O. in October 1999. The White House Staff and Office Files also contains relevant materials. The researcher should note that there is one responsive file housed the previously processed and released History of the Social Security Administration Series, within the Administration History Project collection. George Stephanopoulos’ file, in the Chief of Staff’s Office, contains correspondence regarding the alleged use of Social Security Trust Fund dollars to pay for full-time union work under E.O. 12871. The Presidential Personnel files contain records regarding a January 2000 amendment to the the E.O. In the NSC Administration office, Marcia Dimel’s files contain material related to guidance given by the Office of Personnel Management in 1993 on the implementation of E.O. 12871. The NSC Cables, Emails, and Records Management Systems (RMS) also contains material responsive to the FOIA. The NSC Emails contain one email regarding the continuance of the National Partnership Council, established by E.O. 12871, as a Federal Advisory Committee until September 30, 1999. Automated Records Management System [Email] (ARMS) e-mail records responsive to this FOIA originate in the Office of the White House (WHO), Office of Policy Development (OPD) and Default emails belonging to no specific agency. These e-mails consist primarily of press releases from the Office of the Press Secretary and copies of memorandum from outside the Executive office of the President. Default e-mails are largely correspondence sent to the White House from labor relations groups. There is also however a sizeable report from the Department of Defense and the National Aeronautic and Space Administration in response to the President’s review directive. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in four collection areas—Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: NSC Cables, Emails, and Records Management Systems (RMS), and Clinton Presidential Records: Automated Records Management System [Email]. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. White House Staff and Office Files were maintained at the folder level by staff members within their individual offices and documents all levels of administrative activity. White House Office of Records Management (WHORM) files are processed at the document level; whereas Staff and Office files are processed at the folder level. Individual documents are not selected and removed from Staff and Office files for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called "Buckets". The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore may be restricted in whole or in part in accordance with legal exemptions.
