Scope and Content Note The materials in FOIA 2007-0143-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. President Clinton was committed to greater community inclusion of people with disabilities. In an interview with Ability magazine, President Clinton stated, “More than ever before, America’s greatness depends on the ability of its citizens to make the most of their lives. Americans with disabilities are an enormous, often untapped reservoir of that potential. Although we are achieving a greater national awareness and sensitivity towards the issues and needs of this community, it is clear that much work remains to be done. Our work will not be finished until all people including those with disabilities are full, active members of their communities, able to pursue their dreams, and able to obtain the support they need to do so.” During President Clinton’s administration, he supported establishing an Office of Disability Policy, Evaluation and Technical Assistance (ODPET) within the Department of Labor (DOL), and improving access for adults with disabilities to employment services. President Clinton worked to extend Medicare access for people with disabilities who work; he enacted the “Ticket to Work” and “Work Incentives Improvement Act;” he directed federal agencies to implement plan for hiring people with disabilities; he sponsored a "Disability Mentoring Day;" he worked to expand hiring opportunities for people with psychiatric disabilities; he signed the Workforce Investment Act of 1998; and he signed an Executive Order in March 1998 establishing the Presidential Task Force on Employment of Adults with Disabilities. President Clinton was not only committed to providing employment for Americans with disabilities, he was also committed to removing barriers that prevented people with disabilities from obtaining basic community services. President Clinton led the fight for enforcement of the Americans with Disabilities Act (ADA), the Fair Housing Act, the Individuals with Disabilities Education Act (IDEA), and other critical civil rights laws that prohibit discrimination against people with disabilities in housing, schools, workplaces, and public areas across the nation. Under the Clinton Administration, the number of positions allocated for ADA enforcement at the Department of Justice (DOJ) increased by 105 percent. President Clinton worked to assure access to community living for the people with disabilities and he worked to stop discrimination against people with AIDS. In addition, President Clinton dedicated the Franklin Delano Roosevelt Memorial. In collaboration with the disability community, the Clinton Administration selected a specific design that shows how FDR became one of our greatest presidents while he had a disability and used a wheelchair. The Automated Records Management System (ARMS) is a database that contains email records of the Executive office of the President. This system maintained unclassified Presidential record email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
