This collection consists of records related to President Lennart Meri of Estonia 1992-2001. Lennart Meri was elected President of Estonia in 1992 and served two terms until leaving office in 2001. Meri was known to have established communication with President Clinton as Estonia’s first president after the country regained independence from the Soviet Union. Meri was born on March 29, 1929 in Tallinn, Estonia to Georg Meri, an Estonian diplomat, and Alice-Brigitta Engmann. As a result of the Soviet occupation of Estonia, the Meri family was deported to Siberia in 1941. After returning to Estonia, Meri graduated from the Faculty of History and Languages of the University of Tartu in 1953. After graduating from Tartu, Meri worked as a celebrated writer and film director. By 1988, Meri was active in the Estonian Popular Front, a major force in the Estonian independence movement. After the first non-communist election in Estonia in 1990, Meri was appointed and served as Foreign Minister and worked towards opening communications with the West. On October 6, 1992, Meri became President of the Republic of Estonia and implemented many reforms while in office, including adopting free-market policies, simplifying the tax system, and leading Estonia to join international organizations. During his tenure Estonia became a member of the World Trade Organization, International Monetary Fund, World Bank, and the European Bank for Reconstruction and Development. Estonia officially joined NATO in March 2004 and the European Union in May 2004. Lennart Meri passed away on March 14, 2006. The records to be open consist of memorandum, NSC profile sheets, briefing papers, transmittal forms, and routine correspondence between President Clinton and President Meri and other heads of state. This routine correspondence includes congratulatory messages regarding anniversaries and other events, such as the Wye Agreement. Also included are condolence letters from heads of state following the Columbine shooting.

Records that are responsive to this FOIA request were found in these collection areas- Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Materials: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
