The signing of the peace treaty between Jordan and Israel, on October 26, witnessed by President Clinton, was the highlight of the U.S.-Jordan relationship that year. Jordan benefited from American aid and trade. The records in this collection include memorandums, emails, correspondence, cables, and Presidential remarks. Scope and Content Note The materials in FOIA 2008-0732-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. Following the signing of the Israeli-Palestinian Declaration of Principles in 1993, the focus of the Middle East Peace Process shifted to forging a lasting agreement between Israel and Jordan. Negotiations began in early 1994, though a February 1994 attack on Palestinian Muslims worshipping in Hebron threatened to derail the process. After several months, His Majesty King Hussein of the Hashemite Kingdom of Jordan and Prime Minister and Minister of Defense Yitzhak Rabin of Israel met in Washington on July 25, 1994 at the invitation of President Clinton. There, they signed a non-belligerency agreement (the Washington Declaration). The agreement officially declared that the state of enmity between the two nations had ended and that negotiations to forge a lasting peace would begin. October 26, 1994 Jordan and Israel signed a historic peace treaty witnessed by President Clinton. The treaty normalized relations between the two countries and resolved territorial disputes. The signing ceremony occurred at the southern border crossing of Arabah and made Jordan only the second Arab country, after Egypt, to normalize relations with Israel. While the Israeli-Jordanian peace negotiations were a main focus of the Clinton Administration’s Jordan policy, other matters also characterized the relationship in the year 1994. The administration paid close attention to a number of highly publicized custody disputes involving the abduction and transport of children to Jordan. Because of its proximity to and previous relationship with Iraq, the kingdom was affected by the US policy of containment. In the meantime, Jordan was the recipient of increased American aid and trade during the 1990s. Lastly, Jordanian troops participated in the United Nations efforts in both Haiti and Bosnia. The collection contains schedule proposals, memos, emails, correspondence and press guidance regarding meetings with Jordanian and Israeli officials, including King Hussein and Queen Noor. The responsive files also include Presidential remarks regarding the treaty signing, correspondence and memos concerning aid to Jordan, as well as emails and cables that discuss the peace process. The majority of the records related to this FOIA are closed for national security reasons. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are printed and arranged chronologically by creation date.
