This collection consists of correspondence between American coalitions and councils, concerned citizens, foreign Congresses, international coalitions, Members of the US Congress, the Office of Management and Budget, and President Clinton. In addition to clippings, lists concern budget and talking points. Scope and Content Note The materials in FOIA 2008-0994-F (Segment 3) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This is the third segment of Freedom of Information Act (FOIA) request 2008-0994-F. Previous releases in this FOIA have focused largely on Bosnia and the Bosnian War. This segment focuses on Kosovo. Previously united throughout the Ottoman Empire, the Austro-Hungarian Empire, the Kingdom of Yugoslavia, and the Socialist Federal Republic of Yugoslavia, the multiethnic Balkan states began to pull apart in the late 1980s and early 1990s. As the republics of Croatia, Serbia, and Bosnia and Herzegovina voted for independence, Serbian leader Slobodan Milsovic ascended to the Presidency of Yugoslavia and used the office as a vehicle for his Serbian nationalist ideology and engaged in ethnic cleansing. In 1994 and 1995, the conflict escalated in Bosnia and Herzegovina to the point that NATO became involved with airstrikes. This brought Milosevic to the negotiating table and resulted in the Dayton Accords of 1995, which remains in effect today. However, conflict still brewed to the southeast in Kosovo, an ethnically Albanian region that held spiritual importance in Serbian culture. In the mid 1990s the Kosovo Liberation Army (KLA) formed as a militia to resist the oppression of ethnic Albanians from the former Yugoslav government. Throughout the mid to late 1990s, the KLA began targeting Serb authorities and politicians in Kosovo. On January 15, 1999 the Serbian government attacked the Kosovar village of Racak in retaliation for the KLA killing of 4 Serb policemen. 45 Kosovar civilians lost their lives. This prompted the Clinton Administration, along with NATO and European nations, to consider another intervention in the former Yugoslavia. On January 29th, the Contact Group of the United States, the United Kingdom, Italy, France, Germany, and Russia summoned the KLA and Milosevic’s government to a peace conference in Rambouillet, France on February 6. The resulting Interim Agreement for Peace and Self-Government in Kosovo provided for some autonomy within the region of Kosovo and a NATO-enforced ceasefire. While the delegation from Kosovo eventually agreed, the Serbs refused. Ambassador Richard Holbrooke issued a final ultimatum, warning of NATO airstrikes, to Slobodan Milosevic on March 22. The airstrikes were successful. On June 9, facing an internal and external loss of support, Milosevic’s government entered into an agreement with NATO for the withdrawal of Serb forces from Kosovo. NATO suspended the airstrikes the next day, and the United Nations issued a resolution approving a NATO-led peacekeeping force, known as Kosovo Force or KFOR, in Kosovo. Under NATO pressure, the KLA agreed to a disarmament, which it completed by September. The International Criminal Tribunal for the Former Yugoslavia (ICTY) indicted Slobodan Milosevic for crimes against humanity in Kosovo. After the conflict in Kosovo, Milosevic’s popularity continued to disappear until he lost the election for the presidency in 2000. The following year, Yugoslav officials arrested Milosevic and extradited him to the ICTY. His trial began in 2002. However, Milosevic died before its conclusion in 2006. KFOR still remains in Kosovo as a peacekeeping mission. There are currently approximately 4650 troops from 28 countries, including the U.S. In 2008, Kosovo declared its independence from Serbia. The United States is one of the 114 countries that have extended diplomatic recognition to the Republic of Kosovo. Included in this segment is the entire record set of the National Security Council’s Kosovo Office and the complete set of Ambassador Chris Hill’s records. This segment also includes all remaining unprocessed Records Management system documents with Kosovo as the primary subject. The collection includes notes, memoranda, correspondence, emails, cables, and administrative paperwork all related to our actions taken in relation to Kosovo. The Kosovo Office was put in place as it became increasingly clear to the staff of the Central European Affairs (CEE) directorate that unrest was again going to lead to conflict in the former Republic of Yugoslavia. Greg Schulte was placed in detail from the Department of Defense as Special Assistant to the President and Director for Implementation of the Dayton Accords. Both the Department of Defense and the United States Department of State also had Kosovo Offices. The NSC considered for a time developing a Kosovo Task Force that would work just as any other Interagency Working Group (IWG). Instead they established the Kosovo Office and the Kosovo Executive Committee–often seen in this collection as the ExComm. The Kosovo Office worked within the White House to develop policy and advise the National Security Advisor. They also led the Kosovo Executive Committee. The Kosovo Executive Committee was an interagency working group that reported facts on the ground, was tasked with advising on policy from the agency standpoint, and implementing White House policy once it was finalized. Gregory Schulte, most often referred to as Greg, came to the White House from the Department of Defense. Immediately prior to his White House appointment he was Director of Crisis Management and Operations and Director of the Bosnia Task Force in the North Atlantic Treaty Organization’s (NATO) international staff. After serving for a year in the White House Schulte left the NSC returning to the Department of Defense. In 2000, Schulte returned to the NSC replacing Chris Hill as Special Assistant to the President and Director of Southeast European Affairs. Schulte remained in the National Security Council into the administration of President George W. Bush rising to the level of Executive Secretary of the National Security Council. He attained the rank of Ambassador when he was named by President Bush to be Ambassador to the International Atomic Energy Agency in 2005. Schulte retired from government service in 2009. Christopher R. Hill was a career foreign service officer who began overseas service as a Peace Corps volunteer in Cameroon. He started with the Department of State in 1977. Prior to joining the Clinton NSC staff, Hill was Ambassador to Macedonia and Director for the Office of South Central European Affairs where he served on Bosnia negotiating teams. In August of 1999 the National Security Council reorganized their European directorate to better recognize the realities of an expanded NATO and difficulties of the implementation of peace and democracy in southeastern Europe. The Central European Affairs directorate was disbanded and the Southeastern European Affairs directorate created. Ambassador Hill’s term with the NSC was brief, lasting only a few months. In June of 2000, Schulte was announced as Hill’s successor and Hill was nominated and approved to be Ambassador to Poland. The NSC Records Management System (RMS) was the official record keeping system of the National Security Council. The NSC Records Management Office would assign each NSC record a tracking number and maintain the record, along with any drafts in packets associated with the number. The packets processed for this case were those to which the NSC assigned the keyword Kosovo from January 1993 through January 2001. These include official NSC memos, including briefing memos to the President, Congressional correspondence, and external correspondence. There are also a number of approval documents for the travel of government officials to Kosovo, particularly beginning in the later months of 1999.
