FOIA request 2008-1217-F contains material regarding the Communications Assistance for Law Enforcement Agencies Act (CALEA). CALEA, or House Resolution 4922, was introduced in the United States House of Representatives on August 9, 1994. Representative Don Edwards of California was its sponsor and it was co-sponsored by Representative Henry Hyde. It was passed into law, as Public Law 103-414, on October 25, 1994 and came into force on January 1, 1995. CALEA's purpose was to enhance the ability of law enforcement and intelligence agencies to conduct surveillance. The bill required that telecommunications carriers and manufacturers of telecommunications equipment modify and design their equipment, facilities, and services to ensure that they have built-in surveillance capabilities, allowing federal agencies to monitor all telephone traffic. The White House Staff and Office files contain memoranda, correspondence, and discussions of Administration position regarding the bill. The Automated Records Management System (Email) contains correspondence from various White House staff email accounts and email accounts from outside of the White House concerning the Communications Assistance for Law Enforcement Agencies Act. White House Staff and Office Files were maintained at the folder level by staff members within their individual offices and documents all levels of administration activity. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called "Buckets". The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore, records may be restricted in whole or in part in accordance with legal exemptions.
