Specifically, email may be best described as correspondence to and from White House staff concerning Richard Blumenthal’s attendance at White House events. Richard Blumenthal served as the 23rd Connecticut Attorney General from January 1991 until January 2011. During this time, President Clinton approved the nomination of Blumenthal to a vacant seat on the United States Court of Appeals for the Second Court. On January 5, 2011, Blumenthal was sworn in to serve his first term as a United States Senator from the State of Connecticut. Material within the collection also reflects Blumenthal’s duties as Attorney General of the State of Connecticut, such as telecommunications reform and his support of community organizations. In addition, the collection also contains contains letters of recommendation and associated background material. The majority of the records produced for this FOIA were from personnel files, including background and financial questionnaires, which resulted in many closures related to personal privacy.

Records that are responsive to this FOIA request were found in these collection areas – Clinton Presidential Records: White Office of Records Management (WHORM) Alpha Project, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails, Clinton Presidential Records: Electronic Waves Files, Clinton Presidential Records: WHODB, and Clinton Presidential Records: CPA. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Electronic WAVES Search System is a log of visitors/appointments to the White House and is arranged by name of visitor there under by date. The White House Database (WHODB) contained a list of individuals who were important to the Presidency, and the ability to track direct and indirect contact with those individuals. WHODB provided a tool for record keeping of past events, individuals that were invited or attended events, and acted as a tool for planning events and managing event details. WHODB files are arranged by event or individual and there under numerically by the event id number. The Clinton Presidential Appointments (CPA) database consists of presidential appointments entries logged into the White House Presidential Appointments system during the Clinton administration. The Database is comprised of 2 sub-series of data, the “Sand C” and “WHY.” CPA files are arranged by the sub-series and there under by the name of the appointee.
