Dick Armey, Sen. Tom Daschle, Rep. Richard Gephardt, Leon Panetta, and others. The meetings at the White House were negotiations to solve the budget impasse and government shutdown. The United States federal government shut down due to a lapse in funding from November 14 through November 19, 1995, and from December 16, 1995, to January 6, 1996. The photos are from 1995 and 1996.
