This collection contains memorandums, letters, and press releases concerning the nomination and confirmation of Carl J. Barbier to the U.S. District Court for the Eastern District of Louisiana. Carl J. Barbier was nominated by President Clinton on May 19, 1998 and was confirmed by the Senate on September 28, 1998.

Researchers should consult the archivist about related materials. FOIA request 2012-0323-F contains material regarding the nomination of Carl J. Barbier to the U.S. District Court for the Eastern District of Louisiana. President Clinton sent Barbier’s nomination to the Senate on May 19, 1998. Carl Barbier was confirmed by the Senate on September 28, 1998, and received his commission on October 1, 1998. Barbier replaced Okla Jones III who died in January 1996. According to the Office of the Press Secretary during the Clinton Administration, “Mr. Barbier, of New Orleans, Louisiana, received his undergraduate degree from Southeastern Louisiana University in 1966, and his J.D. degree from Loyola University School of Law in 1970. Mr. Barbier served as a law clerk to the Honorable William Redmann of the Louisiana Court of Appeal for the Fourth Circuit from 1969 – 1970, and to the Honorable Fred Cassibry of the U.S. District Court for the Eastern District of Louisiana from 1970 to 1971. He then practiced law with the law firms of Badeaux and Discon form 1971 to 1973; Badeaux, Discon, Cumberland and Barbier from 1974 to 1982; the Law Office of Carl J. Barbier from 1983 to 1984; and Barbier and Cumberland from 1985 to 1992.” From 1992 until his selection to the Federal Bench in September 1998, Mr. Barbier practiced in the Barbier Law Firm. The White House Office of Records Management (WHORM) Subject Files contain letters of endorsement for Barbier’s nomination, his resume, a press release of his nomination, and internal paperwork related to the nomination. White House Staff and Office Files contain correspondence from Louisiana Senators John Breaux and Mary Landrieu related to various nominations in Louisiana, letters of recommendation, resumes, and a news article. In addition, the decision memorandum from President Clinton selecting Carl Barbier is included in these files. The Automated Records Management System (Email) contains press releases related to various nominations and/or confirmations including that of Carl Barbier.

System of Arrangement Records that were responsive to this FOIA request were found in three collection areas -Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: Automated Records Management System [Email]. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date

Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore, records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
