The collection consists of clippings, correspondence, memorandum, press releases, and printed materials. Scope and Content Note The materials in FOIA 2010-0448-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. Lani Guinier was the first woman and the second African-American to be selected as the nation’s top civil rights attorney. During the Carter Administration, Guinier served as Special Assistant to Assistant Attorney General Drew S. Days III in the Department of Justice’s Civil Rights Division. During the 1980s, Guinier was Assistant Counsel to the NAACP’s Legal Defense and Education Fund (LDF) and also the head of the LDF’s Voting Rights Project. Guinier was a Professor of Law at the University of Pennsylvania from 1988 to 1998. On April 29, 1993, President Clinton nominated Guinier to serve as Assistant Attorney General for Civil Rights, in charge of the Civil Rights Division of the Department of Justice (DOJ). President Clinton 2 2010-0448-F http://www.clintonlibrary.gov announced the withdrawal of Guinier’s nomination on June 3, 1993. This announcement focused on the controversial and mischaracterized nature of Guinier’s academic writings. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and documents all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
