This collection consists of articles, drafts of a letter from President Clinton to Mr. Buckley in response to an article Mr. Buckley wrote concerning the Kyoto Protocol, also cables and email relating to articles written by Mr. Buckley or comments made on the television show Firing Line. Mr. Buckley was a conservative author and commentator; he was a nationally syndicated newspaper columnist; he founded the political magazine National Review and hosted the television show Firing Line.

The materials in FOIA 2010-0844-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2010-0844-F contains materials relating to William F. Buckley, Jr. Mr. Buckley was a conservative author and commentator; he was a nationally syndicated newspaper columnist; he founded the political magazine National Review and hosted the television show Firing Line. Mr. Buckley has been credited with playing a large and influential part in the defining of the American conservative movement during the last half of the twentieth century. He died in February 2008 at the age of 82. The White House Office of Records Management (WHORM) Subject File contains drafts of a letter from President Clinton to Mr. Buckley which was in response to an article Mr. Buckley had written concerning the Kyoto Protocol. This file also contains copies of two articles that were written by Mr. Buckley and had been seen by the President. The first of these articles appeared in the Washington Times and is concerned with school uniforms (a topic receiving mention in the State of the Union address delivered by President Clinton, January 23, 1996). The second article, which appeared in the New Yorker, is a personal account by Mr. Buckley relating to his early role in the conservative movement. The files of the National Security Council contain cables and emails relating to articles written by Mr. Buckley or comments that had been made on the television show Firing Line. One of the emails has an attachment consisting of a complete transcript, from the television show Firing Line, which deals with the existing trade embargo the United States has with Cuba. Other records within these files only refer to a few various Buckley articles in an incidental fashion.

Records that were responsive to this FOIA were found in two collection areas - Clinton Presidential Records: WHORM Subject Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, WHORM Subject files are normally processed at the document level. However, when a subject file scan ID involves multiple records then the entire batch of records may be processed. While this method maintains scan id integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore, records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
