It contains correspondence, schedules, memoranda, talking points, invitations accepted and regretted by Herman, background materials, and newspaper/magazine articles on a variety of topics. Two subjects dealt with at length in these records are health care reform and the Omnibus Budget Reconciliation Act of 1993. Scope and Content Note The materials in FOIA 2012-0741-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. FOIA 2012-0741-F contains segment 2 of the Office of Public Liaison files of Alexis Herman, Director of the White House of Public Liaison (OPL) from 1993 through 1997. Active in the Democratic Party as an advocate of minorities and women’s rights, Herman was hired by President Jimmy Carter in 1977 to serve in the Department of Labor as head of the Women’s Bureau. At the end of President Carter’s term in 1981, she started her own consulting firm. In and out of Democratic politics for the next twelve years, she notably served as chief of staff of the Democratic National Committee, working directly under then-chairman Ron Brown. In the summer of 1992, Herman oversaw the party’s national convention in New York City. In January 1993, Herman became a special assistant to the President as Director of the White House Office of Public Liaison. After four years as OPL director, she left the White House in 1997, when President Clinton nominated Herman as the first African-American Secretary of Labor. In 2001, Herman left the government sector and has since continued her consulting business while also serving on various corporate boards and study groups. The records responsive to this FOIA are composed of the second segment of Alexis Herman’s Office of Public Liaison files. This material consists of invitations, correspondence, lists, memoranda, newspaper articles, reports, notes, briefings, drafts, publications, envelopes, note cards, forms, faxes, scripts, statements, and schedules. Issues and topics covered in these files include abortion, affirmative action, welfare reform, women, accomplishments and achievements of the Clinton administration, corporate citizenship/responsibility, judicial reform, activities of the Democratic National Committee (DNC), crime and violence, and foreign policy matters revolving around Haiti, Cuba, and Northern Ireland. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Offices files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
