This collection consists of records related to discussion between White House Staff and the American Federation of Labor and the Congress of Industrial Organizations (AFL-CIO). The AFL-CIO is the largest federation of unions in the United States. This collection consists of correspondence regarding various labor issues, memoranda discussing the White House and the AFL-CIO, scheduling and background materials for AFL-CIO events, and publications related to the AFL-CIO. The collection also contains email correspondence between White House Staff discussing a variety of domestic policy topics as they relate to the AFL-CIO.

The materials in FOIA 2013-0306-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Consisting of more than 50 national and international unions, the AFL-CIO is the largest federation of unions in the United States. The AFL-CIO represents the interest of labor and lobbies state and federal governments on behalf of their union membership. The AFL-CIO’s interests include collective bargaining, safe working conditions, equal opportunities, and worker training. The AFL-CIO endorses political candidates that support and best represent these interests. During the Clinton Administration, three different presidents led the AFL-CIO: Lane Kirkland, Thomas Donahue, and John Sweeney. Lane Kirkland served as President of the AFL-CIO from 1979 to 1995. The Clinton Administration primarily worked with Kirkland’s AFL-CIO on the economic plan and health care. Kirkland’s term was also characterized by a decline in union membership and the support of democracy in many international countries. By 1995, Kirkland’s leadership troubled many members of National Archives and Records Administration web site 2013-0306-F http://www.archives.gov 2 the AFL-CIO. Issues of concern included the passage of NAFTA and the lack of health care reform. With limited support from the unions, Kirkland resigned in August of 1995. After Kirkland’s resignation, Thomas Donahue was elected President of the AFL-CIO in August of 1995. By late 1995, the Clinton Administration claimed several accomplishments regarding organized labor and the AFL-CIO. Such accomplishments included appointments favorable to unions, improvements to occupational safety, and the resolution of collective bargaining disputes. At this time, the AFL-CIO identified thirty-two bills supported by organized labor that were signed into law by President Clinton. In October 1995, the AFL-CIO Convention elected John Sweeney as President of the AFL-CIO. Sweeney served as AFL-CIO President for the remainder of the Clinton Administration. Sweeney’s influence brought about a new organizing strategy for the AFL-CIO, including working women’s participation in the labor movement. In 1996, the AFL-CIO’s Special Convention approved this new political agenda, which focused on economic, health, and worker safety issues. Labor organizations, including the AFL-CIO, circulated issue advertisements during the 1996 elections. Many of the AFL-CIO’s issue advertisements concerned spending cuts to the federal budget. The AFL-CIO viewed cuts to education, Medicaid, Medicare, and Social Security as detrimental to working families. At the AFL-CIO Convention in 1997, President Sweeney indicated that the AFL-CIO would focus more on organizing workers as opposed to political campaigns. In 1997, the AFL-CIO created four new organizing programs. In 1998, restructuring within the AFL-CIO resulted in the Working for America Institute, which focused on economic policy development. In 1998, the Clinton Administration again claimed several accomplishments regarding organized labor. These 1998 accomplishments were also considered economic achievements and included creation of new jobs, support of collective bargaining, defense of labor standards and worker protections, and fighting for a balanced budget. The White House Office of Records Management file, WHORM Alpha File, and WHORM Alpha Project file primarily contain correspondence. This correspondence concerns invitations to various events associated with the AFL-CIO and also various labor issues. The WHORM (CL) and WHORM (OP) file contains Presidential greetings and congratulatory remarks, invitations, and correspondence on various labor issues. Correspondence in the General Subject File primarily concerns the AFL-CIO leadership, the national and international unions which comprised the AFL-CIO, and also the state, regional, local, and city-wide bodies of the AFL-CIO. This correspondence discusses a wide variety of topics including agricultural unions, collective bargaining rights, economic development, educational opportunity, environmental concerns, healthcare and health insurance reform, human rights, immigration reform and immigrant workers, international trade, labor negotiations, law enforcement, legislation and policies affecting workers, maritime issues, recommendations for federal positions, teacher unions, trade agreements, transportation labor groups, union organization, welfare programs, and workers’ rights. The Subject File also contains greetings, invitations, memoranda on advertising efforts of the AFL-CIO, scheduling materials, speeches, and “Recent Information Items” regarding the AFL-CIO that were reviewed by President Clinton. National Archives and Records Administration web site 2013-0306-F http://www.archives.gov 3 Cabinet Affairs files includes scheduling materials on rebuilding schools events, AFL-CIO publications on the federal budget and elections spending, and background material regarding the AFL-CIO’s 23rd Biennial Convention. Calligraphy Office files contain insert cards and invitations. Chief of Staff’s Office records include the files of Harold Ickes, Jennifer O’Connor, and Karen Tramontano. Harold Ickes served the White House as an Assistant to the President and Deputy Chief of Staff from January 1994 to January 1997. Ickes’ files contain clippings and correspondence concerning issues of importance to the AFL-CIO such as the federal budget, tax policy, Medicare, employee benefits and protections, labor disputes, and union leadership. Ickes’ files also contain advertisements, mail-outs, and press releases sent to the White House from the AFL-CIO. In addition, memos, notes, remarks, and scheduling materials in Ickes’ files concern White House meetings with the AFL-CIO. Jennifer O’Connor worked as Special Assistant to the President in Cabinet Affairs in 1993 and 1994; Special Assistant to the President in the Chief of Staff’s Office in 1995; and as Special Assistant to the Deputy Chief of Staff for Policy and Political Affairs in 1996. O’Connor’s files consist of binders containing lists, memoranda, remarks, and talking points concerning the conferences, conventions, membership, and organization of the AFL-CIO. O’Connor files also contain biographies, memos, lists, and notes which concern White House ceremonies, events, and meetings with AFL-CIO members. In addition, memos and attached materials in O’Connor’s files outline external political activities of the AFL-CIO. Correspondence and remarks concern issues specific to the AFL-CIO’s Transportation Communications International Union, such as aviation reform and retirement benefits. Karen Tramontano served as Deputy Assistant to the President and Counsel to the Office of the Chief of Staff from 1997 to 2001. The files of Tramontano contain clippings, correspondence, press releases, reports, and statements that concern a variety of issues relating to the AFL-CIO, namely international trade policy, product labeling, fair wages, and legislation. Additional materials in Tramontano’s files concern AFL-CIO meetings, namely the 1997 and 1998 AFL-CIO Conventions. Other files in the Chief of Staff’s Office contain a variety of materials on the AFL-CIO’s equal pay initiatives, in addition to memos and notes regarding union organizing. The General Files in the Communications Office consist of clippings, lists, and memos concerning attendees of the 1997 AFL-CIO Convention. Staff files of the Council of Economic Advisors include those of Martin Baily and Michele Jolin. Baily was a member of the Council of Economic Advisors (CEA) from October 1994 to August 1996. Baily served as Chairman of the CEA from 1999 to 2001. Baily’s files consist of correspondence, lists, and notes regarding meetings with the AFL-CIO on manufacturing jobs and trade policy issues in 1999. Correspondence and lists also regard AFL-CIO publications. Michele Jolin served as Chief of Staff to the CEA from 1995 to 1999. Jolin’s files contain correspondence, notes, and reports concerning job creation, free trade, and corporate responsibility. Other CEA files contain correspondence, lists, notes, and publications regarding 1999 meetings with the AFL-CIO. These meetings concerned manufacturing jobs and trade policy issues. In addition, correspondence with the AFL-CIO regards climate change and the American economy. White House Counsel’s Office files relating to the AFL-CIO include files of Karl Racine. Racine served as Associate White House Counsel during the second terms of the Clinton Administration. Racine’s file contains memoranda regarding compliance to a 1999 document request. Initialed stamps indicate that Racine also viewed many other documents and folders within this collection, namely from the WHORM Subject File and also the files of Harold Ickes, Jennifer O’Connor, and Laura D’Andrea Tyson. Domestic Policy Council (DPC) files contain clippings, reports, and statements regarding the AFL-CIO and immigration. These DPC files also contain correspondence and notes on a Working Women’s Conference, lists of professional AFL-CIO members, and AFL-CIO memos concerning bundled campaign contributions. Health Care Task Force files contain correspondence, notes, press releases, and statements on the AFLCIO’s concerns with health system reform. The Intergovernmental Affairs files of Rachel Redington contain correspondence, lists, and schedules concerning remarks and meetings with the AFL-CIO in 1997 and 1998. The Legislative Affairs files contain correspondence regarding NAFTA and the AFL-CIO and also the Health Security Act; correspondence and publications on the AFL-CIO’s community service programs; and clippings, correspondence, and talking points on immigration. National Economic Council records regarding the AFL-CIO include files of Gene Sterling and Laura D’Andrea Tyson. Sterling served as Deputy Director of the National Economic Council (NEC) from 1993 to 1996 and as the National Economic Advisor to President Clinton from 1996 to 2000. Background material, briefing books, clippings, correspondence, issue papers, profiles, schedules, and talking points concern meetings with AFL-CIO and AFL-CIO conventions. Topics addressed include economic conditions, environmental safety, international trade issues, labor relations, tax and budgetary issues, and worker benefits. Laura D’Andrea Tyson served as CEA Chairman from 1993 to 1995 and as NEC Director from 1995 to 1996. Memos and binders in Tyson’s files regard issues and attendees of meetings between the NEC and AFL-CIO in 1996. During these 1996 meetings, the AFL-CIO noted the federation’s direction, concern with the federal budget, and provided presentations concerning economic issues and issue advertisements. Other NEC files contain background material, clippings, correspondence, memos, notes, and remarks concerning briefings and meetings with the AFL-CIO and AFL-CIO conventions between 1997 and 1999. The White House focused on many issues at the 1997 Executive Council Meeting including federal procurement, project labor agreements, and compensation time. This collection also has files from the Political Affairs office. Joan Baggett served as Assistant to the President and Deputy Director of the Office of Political Affairs in 1993. Baggett served as Director of the Office of Political Affairs in 1993 and 1994. Binder materials include biographies, memos, issue papers, reports, and statements that describe meetings between the White House and the AFL-CIO Executive Council in 1994. Additional clippings, correspondence, and reports concern worker security and the Reemployment Act of 1994. Baggett’s shared files with Tara Burns address a myriad of issues, including 1993 White House meetings with the AFL-CIO on the economic plan and health care. Other Political Affairs files contain material ranging from 1994 to 1998. Such material includes clippings, correspondence, fact sheets, and statements on issues of importance to the AFL-CIO. In addition, these files contain scheduling materials and reports on campaign contributions and the economic situation of working people. The Office of Public Liaison files contain briefing and scheduling materials concerning meetings and Convention events in 1997 as well as the AFL-CIO’s “Ask A Working Woman” outreach program. Clippings, correspondence, and talking points concern the apparel industry and social responsibility in addition to the issue of job security for electrical workers. Public Liaison files also contain AFL-CIO National Archives and Records Administration web site 2013-0306-F http://www.archives.gov 5 reports on community investments and welfare reform. Additional correspondence concerns AFL-CIO support of farm workers, healthcare, and the Federal budget. Sharolyn Rosier worked as a spokeswoman and writer for the AFL-CIO from 1990 to the spring of 1997. After her work at the AFL-CIO, Rosier worked for the Clinton Administration from 1997 to 1999. Rosier’s records that relate to the AFL-CIO are dated prior to her employment with the White House. These personal records were not prepared or utilized for transacting White House or government business. Public Liaison files also include advertisements, business cards, and press releases associated with the AFL-CIO. In addition, correspondence regards events expressing concern with Social Security, Medicare, and Medicaid. General Files within the Speechwriting office contain remarks to the AFL-CIO convention in 1993. General Files also contain background materials for these 1993 remarks, including drafts, memos, and clippings. Josh Gottheimer served as Special Assistant to the President and Presidential Speechwriter from 1998 to 2001. Gottheimer’s Speechwriting files contain draft remarks to the AFL-CIO convention in 1999. Background materials associated with these 1999 draft remarks include clippings, correspondence, notes, and statements. Gottheimer’s files also contain clippings, correspondence, drafts, remarks, and reports regarding a minimum wage event in 2001. The Women’s Initiative and Outreach files contain correspondence, fact sheets, and publications concerning working women issues such as equal pay. ARMS email correspondence consists of correspondence between White House Staff such as Gene Sperling, John Podesta, Laura Tyson, and Karen Tramontano. Responsive records also include correspondence within the Vice President’s Office such as Monica Dixon, Ron Klain, and Vice President Gore. Email from the Council of Economic Advisors is also responsive to the request. AFLCIO officers discussed within responsive email include John Sweeny, Lane Kirkland, Thomas Donahue, Gerry Shea, Richard Trumka, Linda Chavez-Thompson, and Karen Nussbaum. Topics discussed within responsive email are wide and varied, but all topics are in respect to the AFL-CIO’s position or opinion. The topics include NAFTA, fast-track legislation, health care reform, immigration, climate change, Federal Acquisition Regulation (FAR), Fair Labor Standards (FLSA), Minimum Wage, Life Long Learning, School Construction, and child labor. Also discussed are strikes and labor management negotiations such as the Association of Flight Attendants (AFA) and US Airlines; and American Airlines and Allied Pilots Association.

The WHORM Alpha file was compiled by the White House Office of Records Management from 1993-1996 and is a series if documents arranged by name of persons, organizations, and events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition there are WHORM, WHORM (CL), WHORM (OP), WHORM (Various Offices), and WHORM (Alpha Project) series. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject areas. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000.
