Scope and Content Note This collection contains the files of Ananias, “Andy,” Blocker III, who served as the Special Assistant to the President in the Office of Legislative Affairs from 1996 to 1998. Blocker helped promote legislation on behalf of the Clinton Administration, including the Accountable Pipeline Safety and Partnership Act of 1996, Coast Guard Authorization Act of 1996, the Taxpayer Reduction Act of 1997, Balanced Budget Act of 1997, and the Financial Services Competition Act of 1997. He also worked closely with members of the Congressional Black Caucus. Before serving in the White House, Blocker worked as a Legislative Assistant to Congressman Martin Frost (D-TX), and he was Senior Budget Analyst for the Senate Budget Committee. After his work in the White House, he joined the private sector, becoming Managing Director for Governmental Affairs at American Airlines.
