This collection consists of the records of Anne O’Leary from her time in the Domestic Policy Counci from September 1999 to January 2001. This series highlights topics relating to domestic policy issues including: children and media/television violence and ratings; abortion topics that include partial-birth abortion, adoption and the Safe Families Act, and the Bankruptcy Reform Act of 1999, specifically the attempt to pass a provision of the bill that would limit the ability of abortion protesters to use the bankruptcy laws to escape court fines imposed after demonstrations at abortion clinics; foster care, poverty, after school care, juvenile justice, medical workforce issues; child care legislative proposals relating to federal funding and tax credits, safety regulations and criminal penalties for negligence, and background materials relating to the affordability, availability, and safety and quality of child care; Hillary Rodham Clinton remarks on child care, Right to Breastfeed Act, child abuse, S.749 ”Early Learning Trust Fund Act”, children’s mental health issues; education, including head start, school violence, class size reeducation, school leadership, and teacher quality; social security, food stamps, White House Council on Youth Violence, White House Conference on Teenagers, White House Conference on School Safety, and the Tenth Conference of the Spouses of Heads of State and Government of the Americas in Lima, Peru. The records include reports, handwritten notes, memoranda, draft legislation, articles, faxes, agendas, schedules of the First Lady and events, publications, maps, charts, graphs, briefing books, and correspondence and email from Congress, women and children’s interest groups, non-profits, and federal agencies including the Department of Labor, Justice, and Education.

Within the Domestic Policy Council, Ann O’Leary was Special Assistant to the President for Domestic Policy from September 1999 to January 2001. In her position, O’Leary specialized in policy relating to women, children, and families and acted as a liaison between the Domestic Policy Council and the First Lady’s Office. Before coming to the White House, Ann O’Leary served as a Senior Policy Advisor to the Secretary of Education where she frequently coordinated education policy between the Department of Education and the White House. After leaving the White House, O’Leary served as legislative director for Senator Hillary Rodham Clinton from 2001 to 2003. O’Leary has since served as a Deputy City Attorney for the city of San Francisco, a lecturer in health law at UC Berkeley School of Law, Executive Director of the Berkeley Center on Health, Economic and Family Security at UC Berkeley School of Law, a member of the Obama-Biden Presidential Transition Team, and Vice President and Director of the Children and Families Program at Next Generation. As of 2013, O’Leary is a member of the board for KQED, Northern California’s public news provider, and the East Bay Community Law Center, a legal aid clinic for low-income community members in Berkeley, California. She also previously served on the Board of Public Advocates and as a volunteer policy advisor to the Hillary Clinton for President campaign on issues related to children and working families. She earned a bachelor’s degree from Mount Holyoke College, a master’s in education policy from Stanford University and a law degree from the University of California, Berkeley, School of Law.
