This collection contains records related to the Clinton Administration’s policies and interventions in the former Yugoslavia, particularly during the Bosnian War from 1992 to 1995. It includes press materials, reports, correspondence, papers, briefing materials, memorandums, publications, and transcripts on both military and humanitarian aspects of the conflict. Additionally, there are records related to a Congressional investigation related to allegations in an April 1996 Los Angeles Times article regarding arms trafficking.

The materials in FOIA 2008-0994-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The collection contains material regarding the Clinton Administration’s policies and interventions in the former Yugoslavia, particularly during the Bosnian War from 1992 to 1995. The multiethnic nation of Yugoslavia, which had been united since the Ottoman Empire, began to break apart in the late 1980s as the Soviet Union dissolved. As the republics of Croatia, Serbia, and Bosnia and Herzegovina voted for independence, Serbian leader Slobodan Milošević ascended to the Presidency of Yugoslavia and used the office as a vehicle for his Serbian nationalist ideology. In 1991 and 1992, fighting broke out between pro-independence and pro-Serbian forces throughout the region. The worst of this fighting occurred in Bosnia and Herzegovina. The United Nations (UN), Europe, and the United States grew increasingly alarmed with the situation in Bosnia and feared implications of a wider Balkan war. As multiple attempts at ceasefire failed, the UN sent peacekeeping forces (UNPROFOR) and the 2 William J. Clinton Presidential Library and Museum - 1200 President Clinton Avenue - Little Rock, AR 72201 - www.clintonlibrary.gov Security Council imposed economic sanctions and an arms embargo against the former Yugoslav republics. In May 1993, the Clinton Administration announced its intention to pursue a policy of lifting the arms embargo on Bosnia while conducting airstrikes against the Serbs, also referred to as “lift and strike.” However, after rejection of the plan by European allies, the UN Security Council worked to create “safe areas,” or humanitarian corridors, for the Bosnian Muslims. Despite NATO pressure to abide by the UN resolutions, the Serbian forces continued to antagonize safe areas, and reports of heinous humanitarian abuses continued to emerge. The final straw for the United States and NATO came in July 1995, when Bosnian Serb forces invaded the safe areas of Srebrenica and Zepa, slaughtering between 5,000 and 10,000 Muslims. In response, NATO began airstrikes. Following the NATO bombing and Muslim and Croat successes on the ground, U.S. Assistant Secretary of State Richard Holbrooke facilitated agreement in Geneva between the parties on a negotiating framework to partition Bosnia in a way that reflected the status of control at the time. A new ceasefire went into effect in October 1995, and unlike previous attempts, was generally respected. In November, Presidents Slobodan Milošević of Serbia, Franjo Tudjman of Croatia, and Alija Izetbegovic of Bosnia and Herzegovina met at Wright-Patterson Air Force Base in Dayton, Ohio. The agreement provided for an independent Republic of Bosnia and Herzegovina comprised of two states: the Muslim and Croat Federation of Bosnia-Herzegovina in the West and the Serb Republika Srpska in the East. The agreements were signed on December 14, 1995 and a NATO-led implementation force (IFOR) was deployed between the two sections to secure the peace. The Dayton Agreement remains in effect to this day. An estimated 100,000 people died in the conflict. The records in this collection include the Bosnia files of Robert Bell, Director of the National Security Council Defense Policy and Arms Control office. These include press materials, reports, transcripts, memos, Congressional correspondence, papers, and publications regarding U.S. military involvement in the Bosnian War. Specifically, they cover the Dayton negotiations, troop morale, and President Clinton’s January 1996 trip to Bosnia and Herzegovina. Most of the records processed in this segment of the FOIA case originate from the files of NSC Legal Advisor James Baker. On April 5, 1996, a Los Angeles Times article alleged that the United States had allowed Iranian arms shipments to transit Croatia into Bosnia, violating the arms embargo. The story resulted in an investigation by the Intelligence Oversight Board (IOB) of the President’s Foreign Intelligence Advisory Board (PFIAB), the House Permanent Select Committee on Intelligence (HPSCI), and the Senate Select Committee on Intelligence (SSCI). Baker’s files contain materials compiled in relation to these investigations, including Congressional correspondence, press materials, talking points, memos, briefing materials, internal memos, hearing transcripts, and other relevant documents. In the NSC Multilateral and Humanitarian Affairs directorate, Eric Schwartz’s files contain cables, emails, non-governmental organization (NGO) correspondence, reports, and other records regarding the status of refugees and displaced persons in Bosnia, humanitarian aid concerns, and human rights abuses, especially after the fall of Srebrenica. Also included is the 1993 report of Humanitarian Assistance team on Bosnia-Herzegovina, State Humanitarian Assessments, the 1994 draft and final report of the Joint UK/US Civil Planning Mission to Sarajevo, and US Submissions on Information to the UN Security Council regarding Grave Breaches of the Fourth Geneva Convention in the Former Yugoslavia. Finally, further records on the Bosnian War are found in the files of NSC Staff Director Nancy Soderberg. The collection contains memos, briefing materials, lists, talking points, papers, press material, Congressional correspondence, and other material regarding the Clinton Administration’s 3 William J. Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
