This FOIA case contains material related to a meeting between President Clinton, Secretary of Defense Les Aspin, and the Joint Chiefs of Staff regarding the results of the Bottom-Up Review (BUR) on August 30, 1993. The BUR, initiated by Secretary Aspin in March 1993, was a “comprehensive review of the nation’s defense strategy, force structure, modernization, infrastructure, and foundations” in light of the changed security environment after the dissolution of the Soviet Union.
