This collection consists of records regarding Brazilian Foreign Minister Luiz Felipe Lampreia’s meetings with members of the Clinton Administration. The meetings took place at least once a year every year from 1995-2000. This collection consists of background and briefing papers, talking points, handwritten meeting notes, charts, press releases and press briefings, draft schedules, transmittal sheets, cover sheets, weekly reports, memos, emails and cables. Topics include international trade relations between the United States and Brazil and meeting logistics.

Luiz Felipe Lampreia (born October 19, 1941, Rio de Janeiro, Brazil) served as Brazil’s Minister of Foreign Relations from 1995 through 2001 under President Fernando Henrique Cardoso. Lampreia held a number of government positions during his career, including Ambassador to Suriname and Portugal and Under Secretary General for Brazil-U.S. Affairs. He also represented Brazil at the United Nations in New York and Geneva, the General Agreement on Tariffs and Trade (GATT), and the World Trade Organization (WTO). This FOIA request was for records related to meetings between Luiz Felipe Lampreia and members of the Clinton Administration. Included are background and briefing papers, talking points, handwritten meeting notes, charts, press briefings and releases, draft schedules, transmittal sheets, cover sheets, memos, emails and cables. Topics include international trade relations between the United States and Brazil and meeting logistics. In April 1995, Lampreia travelled to Washington, D.C., as a member of President Cardoso’s delegation. Included are emails detailing the arrival ceremony for the official state visit and a press availability between President Clinton and President Cardoso. During this visit, a lunch was hosted by Secretary of State Warren Christopher in Lampreia’s honor at Blair House. On June 30, 1995, Lamperia made a trip to Denver, Colorado, for a meeting with U.S. Trade Representative Mickey Kantor. Included are cables dealing with logistics and a Brazilian news article about the meeting. Lampreia’s September 1995 meeting with Secretary Christoper is also detailed in another cable. This cable, which consists of a translation of a Brazilian news article, discusses U.S.-Brazil membership in the Missile Technology Control Regime (MTCR) and cooperation on environmental policy. On October 25, 1995, Lampreia and Kantor met to sign a joint report on the U.S.-Brazil Bilateral Trade Review. A Brazilian news article on the meeting is included. In May 1996, Lampreia made another trip to Washington, D.C., to attend a meeting of the Organization of American States. According to a cable, Lampreia met with U.S. Trade Representative Charlene Barshefsky and had a breakfast meeting with Secretary of State Christopher. Lampreia returned to Washington, D.C., on September 18, 1996, on his way to open the 51st United Nations General Assembly in New York. According to a cable, Lampreia’s agenda while in D.C. included meetings with National Security Advisor Anthony Lake, Barshefsky, and Christopher. Topics on the agenda included car imports, Free Trade Area of the Americas (FTAA), and arms sales. In December 1996, Mack McLarty dropped Lampreia a note regarding the September 1996 visit, regretting he hadn’t seen Lampreia during his visit. Lampreia again returned to D.C. on March 17, 1997, for a meeting with National Security Advisor Samuel Berger, bringing Brazilian Strategic Affairs Secretary Ronaldo Sardenberg with him. Lampreia also met for the first time with the new Secretary of State Madeline Albright during this trip. According to a Brazilian new article, the purpose of the meeting was to reduce diplomatic tension over trade issues. Commerce Secretary Bill Daley and Barshefsky also had meetings with Lampreia to discuss Brazilian exports. Lampreia made return trips to D.C. each March for the next three years. On March 16, 1998, he met again with Albright and Barshefsky. He returned to D.C. in March 1999 and, according to an NSC look-ahead calendar, had meetings scheduled for the 24th thru 26th. State Department press guidance lists Lampreia’s D.C. meetings during his March 2000 visit. The meetings included Albright, Barshefsky, Daley, Special Envoy to the Americas Buddy MacKay, Office of National Drug Control Policy General Barry McCaffrey, and various members of Congress. Foreign Minister Lampreia also travelled to D.C. for more meetings with Albright, Barshefsky, and Daley in September 1998. According to an email, Lampreia’s September 25th meeting with Albright was to discuss the proposed expansion of the U.N. Security Council and the President’s upcoming trip to South America. In September 1999, Lampreia again returned to the United States for the opening of the 54th United Nations General Assembly. During his trip, he attended a meeting with Albright and Argentinean Foreign Minister Guido Di Tella to analyze bilateral trade and Mercosur (Common Market of the South). Responsive records were also found regarding two meetings with Clinton Administration officials held in South America. According to an email, the proposed schedule of Assistant Secretary of State Jeffrey Davidow included a meeting with Lampreia in Brazil on August 12, 1996. On June 2, 1998, Albright traveled to Venezuela for the Organization of American States General Assembly. She mentions a meeting with Lampreia during a press conference for the event. The majority of the records related to this FOIA case are closed for national security reasons.

Records that are responsive to this FOIA request were found in these collections areas— Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: WHORM (OP), Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails, and Clinton Presidential Records: NSC Cables, Email, and Records Management Systems. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there is a folder from the WHORM (OP) series responsive to this FOIA request. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
