This collection consists of Brian Burke's records from his work in the Domestic Policy Council. Specific topics include: Midwest flood plain management; environmental regulations; the U.S. Forest Service; the National Science and Technology Council; air and water quality standards; climate change; re-organization of the Environmental Protection Agency; the Domestic Gas and Oil Initiative; and departmental budget priorities for the Department of the Interior, the Department of Agriculture and the Environmental Protection Agency.

Brian Burke served on President Clinton’s Domestic Policy Council from 1993 through 1997, and also held a variety of other senior leadership positions in the federal government. He came to the White House after serving as a senior lawyer to the Secretary of the Department of Energy, representing the Secretary at the White House and before Congress. Before joining the D.O.E., he served as the Principal Deputy Assistant Secretary of the Army for Civil Works, where he provided counseling, strategic planning, crisis management, and legislative assistance to the Army Corps of Engineers. During his time at the Army Corps of Engineers, he was involved in numerous civil works projects, including riverfront development, river and harbor navigation, flood damage reduction, hydroelectric power resource management, and environmental restoration. Prior to his work with the Army, he worked for the U.S. Forest Service, on natural resource and environmental law. In that position, Mr. Burke oversaw a wide range of public and private land management issues, including oil and gas leasing, timber harvesting, mining, grazing, wildlife management, urban forestry, rural development, and wildland fire fighting. He began his career as a litigator at the U.S. Department of Justice, where he tried cases enforcing the federal environmental laws, including the Clean Water Act, the Safe Drinking Water Act, the Clean Air Act, the Comprehensive Environmental Response Compensation and Liability Act ("CERCLA"), and the Resource Conservation and Recovery Act ("RCRA"). Mr. Burke received his J.D. from Georgetown University Law Center in 1988 and a B.A. from Brown University in 1982. After completing his service in the Clinton White House, Mr. Burke entered private law practice in Washington, D.C. As of 2010, he was a member of the bars of the District of Columbia and the Commonwealth of Massachusetts and was the chair of the D.C. Bar Association's Natural Resources Committee The Brian Burke collection includes notes, correspondence, faxes and legislative policy papers on the topics of flood plain management, environmental regulation, the U.S. Forest Service, the National Science and Technology Council, air and water quality standards, climate change, the re-organization of the Environmental Protection Agency, the Domestic Gas and Oil Initiative, and executive department budgets for the Department of the Interior, the Department of Agriculture and the Environmental Protection Agency. It also includes copies of numerous civil rights law cases related to environmental laws and regulations.
