The United States Chamber of Commerce is a business-oriented American lobbying group. The Chamber is one of the largest lobbying groups in the U.S. In 1993, as President Bill Clinton prepared to roll out his health care plan, the Chamber's board unanimously backed universal coverage funded by employer mandates. However, by 1994, the Chamber reversed its position on the health plan. Records responsive to this FOIA include publications of the US Chamber of Commerce, memoranda, faxes, notes, letters, speech drafts, talking points and policy papers from numerous offices in the White House, including the Chief of Staff’s office, the Health Care Task Force, the Public Liaison Office, Speechwriting, and the Domestic Policy Council. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there is WHORM (OP) series files. Staff and Office Files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
