This collection consists of the systematic processing of the files of Charles A. Kupchan, who served as a Director of European Affairs in the National Security Council from March 1993 to January 1994. Kupchan was detailed from the United States Department of State where he worked in the Policy and Planning Office. Kupchan would later return to the White House and the National Security Council in 2017 working as Special Assistant to the President and Senior Director of European Affairs. The records in this collection cover a narrow range of issues during the last few months of the Presidency of George H. W. Bush and the first year of the Clinton administration. The records produced here are those related to Albania, Bosnia, Macedonia, Serbia, and Yugoslavia. There are also records that discuss Romania and Bulgaria. A majority of the collection is closed because the records contain national security information.
