Kupchan was detailed from the United States Department of State where he worked in the Policy and Planning Office. Kupchan would later return to the White House and the National Security Council in 2017 working as Special Assistant to the President and Senior Director of European Affairs. The records in this collection cover a narrow range of issues during the last few months of the Presidency of George H. W. Bush and the first year of the Clinton administration.
