This collection consists of correspondence related to vaccines and immunizations. The Childhood Immunization Initiative began in early 1993 to address low levels of immunizations throughout the United States. The Initiative included the Vaccines for Children Program (VFC), which became operational in 1994 and improved immunization outreach and access to immunizations for children.

The materials in 2010-0320-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. President Clinton’s Childhood Immunization Initiative began in early 1993 to address low levels of immunizations throughout the United States. The Initiative’s goals included reducing vaccinepreventable diseases and increasing vaccination levels. The initiative’s increased funding for immunizations was followed by record high child immunization coverage rates. The Childhood Immunization Initiative included the Vaccines for Children Program (VFC), which became operational in 1994. This program improved immunization outreach and access to immunizations for children. Late in its second term, the Clinton Administration also provided enhanced federal funding for state immunization registries. Former President Clinton continued his efforts with vaccinations with the Clinton Health Access Initiative’s work in Africa. Subject Files responsive to this FOIA primarily consist of letters, but also contain attached background materials such as clippings, memoranda, reports, statements, and tables. Global health organizations, individual citizens, local governments, Members of Congress, national organizations, physicians, and also state and local officials sent this mail to the White House. This mail concerns a variety of issues including: vaccines, immunizations, and inoculations in the global community; the availability of vaccines and immunizations within the United States; statewide and other localized efforts with immunizations; safety standards for immunizations; production facilities for vaccines; and state and federal legislative efforts with immunizations and vaccines. Staff and Office Files responsive to this FIOA primarily consist of faxes, letters, memoranda, and notes, but also contain attached background materials such as clippings, letters, reports, and statements. Business interests, community health centers, local government, national organizations, and state officials sent this mail to the White House. This mail concerns positions on the impact of the VFC Program; immunization registries; the role of Health and Human Services (HHS) with immunizations; legislative proposals for childhood vaccines; vaccine research and development; and the role of community health centers with immunizations.

Records that were responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White Office of Records Management (WHORM) Subject Files; Clinton Presidential Records: WHORM (OP); and, Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there is WHORM (OP). Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. FOIA 2010-0320-F includes WHORM records from these subject codes: CO085 Japan HE Health HE001 Diseases - Disabilities HE006 Medicines – Drugs - Serums IS001 Accident – Hospital – Medical – Health – Medicare - Unemployment WE001 Children (Welfare Services – Adoption – Abuse).
