(2010-1026-F) China’s Permanent Trade Status, 1993-2001

20 folders, approximately 1,588 pages

This collection consists of two sets of briefing books on China’s trade status’ elevation to Permanent Normal Trade Relations. The briefing books “Spring 2000” were prepared in advance of the House vote on China’s PNTR on May 24 while the “June 2000” books updated/expanded the information to persuade the Senate’s favorable consideration of the question, which occurred on September 19. China’s PNTR status was signed into law by President Clinton in October 2000. Records include articles, bound material, briefing papers, fact sheets, legislation, letters, press material, reports, speech transcripts, statements, and testimonials. Topics covered in the binders include economics, US/regional national security, human rights, labor and environment, the World Trade Organization, industry and agriculture, and small business issues.

The materials in FOIA 2010-1026-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about additional related materials. FOIA 2010-1026-F concerns material contained in two sets of briefing books which seems to mirror the content of a website which is no longer accessible, www.chinapntr.gov. The website appears to have been created by the White House to publicize and “make the case” for China’s elevation to the trade status of Permanent Normal Trade Relations (in 1998, PNTR replaced Most Favored Nation status). Briefing books “Spring 2000” were prepared in advance of the House vote on China’s PNTR , while the “June 2000” books updated/expanded the information to persuade the Senate’s favorable consideration of the question, which occurred on September 19, 2000. China’s PNTR status was signed into law by President Clinton in October 2000. Records responsive to this request include articles, bound material, briefing papers, fact sheets, legislation, letters, press material, reports, speech transcripts, statements, and testimonials. Topics covered in the binders include economics, U.S./regional national security, human rights, labor and environment, the World Trade Organization, industry and agriculture, and small business issues.

Textual

Records that are responsive to this FOIA request were found in this collection area— Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).

Staff Archivist, 2013. Previously restricted materials are added as they are released.
