Scope and Content Note The materials in FOIA 2017-0287-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Freedom of Information Act (FOIA) request 2017-0287-F was for records pertaining to Scientology. National Security Council (NSC) records responsive to this request consist of cables, emails, letters, drafts of letters, memos, reports, and press. The NSC records primarily focus on the treatment of persons affiliated with the Church of Scientology abroad, particularly in Germany and Russia. In the late 1990s, members of the Church of Scientology claimed religious persecution by the government of Germany. The German government, still bearing the scars of National Socialism under Hitler, was suspicious of the motives and actions of the Church of Scientology, placing them under surveillance and refusing to recognize the Church as a religion. The United States took special interest in the treatment of Scientologists abroad, largely under the banner of religious freedom, but also specifically as a result of the treatment of American citizens. One instance that is frequently discussed in these records is that of Chick Corea, an American musician who claimed a concert to be held in Germany was cancelled because of his known membership in the Church of Scientology. A large number of the records to be released consist of drafts and final versions of “Country Reports on Human Rights Practices”, a report submitted annually by the Department of State. These reports cover, at length, human rights conditions and violations as set forth in the Universal Declaration of Human Rights, adopted by the United Nations in 1948. Non-NSC emails in this collection concern the German government’s stance on Scientology and internal discussion of sending a Presidential message to a December 1999 New Year’s and 50th anniversary celebration event organized by members of the Church of Scientology. Non-NSC Staff and Office files in this collection include correspondence and publications regarding the teachings of L. Ron Hubbard and scheduling correspondence from the Church of Scientology to President Clinton in 1996. Responsive Staff and Office files also contain affidavits, articles, clippings, and court documents from 1998 regarding Pattison v. Church of Scientology et al. White House Office of Records Management (WHORM) files responsive to this request date from 1994-1999 and contain scheduling correspondence between the White House and the Church of Scientology and the Writers of the Future group, correspondence from critics of Scientology, clippings and publications regarding both the Church and the Writers group, and material regarding Presidential messages. The Church of Scientology is an international network of organizations devoted to the system of beliefs and practices of Scientology. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Office of Records Management (WHORM), Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: WHORM (OP), Clinton Presidential Records: WHORM Various Offices, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM (OP), and WHORM (Various Offices). Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of seven sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, NSC for National Security Council, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The NSC bucket contains email created or received by an individual with a National Security Council (NSC) user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same seven sub-series of email as in ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
