This collection contains materials related to conversations and meetings between President Clinton and European Commission (EC) President Jacques Santer. The European Commission is the executive branch of the European Union, and Mr. Santer served as the President from 1995 to 1999. During this period, the United States engaged with the EU on a number of matters, including trade, human rights, and international security. The records release in response to this FOIA request include a previously declassified December 3, 1995 memcon of a meeting between President Clinton, President Santer, and Prime Minister Filipe Gonzales of Spain in Madrid, as well as transmittal memos and forms for other memcons that remain classified. There is also a copy of the 1997 Joint President/Commission Aide Memoire regarding EU Policies and Measures in Regard to Iran and Libya.
