Scope and Content Note The materials in FOIA 2016-0154-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This FOIA contains records from the files of Coit (Chip) Blacker, NSC Senior Director of Russia, Ukraine and Eurasian (RUE) Affairs from 1995 thru 1996. Blacker served as one of President Clinton’s key advisors on Russia and the Newly Independent States (NIS) during the first administration. The breakup of the Soviet Union resulted in a transformation of U.S. foreign policy vis-à-vis the new governments. With the NSC RUE directorate promoting a progressive agenda, the Clinton administration encouraged the former Soviet states to pursue independent economies and political autonomy. The Clinton administration’s strategy toward Russia and the NIS states also reflected a change in philosophy regarding the United States. The former members of the Soviet Union welcomed U.S. commitments as a counterweight to suspicions of Russian territorial domination. Ultimately, RUE’s assistance to the region aimed to encourage democratic institutions, stop the spread of nuclear weapons and materials, and promote regional associations. All of the records processed in response to this FOIA were found in the files of Coit Blacker. These records include correspondence, memoranda, reports, briefing and meeting materials, schedules, newspaper articles, and emails regarding Russia and the NIS. The researcher should note that a majority of records related to this FOIA case are closed for national security reasons. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
