The collection dates from 1994 to 2001. Scope and Content Note The materials in FOIA 2012-0854-F are a selective body of documents responsive to the topic of the FOIA. Researchers who are interested should also see FOIA request 2012-0861-F, records related Cesar Gaviria Trujillo, President of Colombia. Records responsive to Freedom of Information Act request 2012-0854-F include correspondence, memoranda, reports, emails, administrative paperwork, transcripts of press briefings, press releases, speeches, and foreign press compilations. The collection dates from 1994 to 2001. The collection contains a number of memoranda discussing United States counternarcotic policy in Colombia and along the Andean Ridge. The collection also contains correspondence and memoranda relating to recommendations regarding the certification and/or decertification of Colombia and their role in the fight against illegal drugs. Documents in the collection relate to Colombia’s Plan Colombia and our support for the program. The collection includes discussions of our counternarcotic policy and program in Colombia. 2012-0854-F http://www.clintonlibrary.gov 2 The foreign policy of the United States with Colombia was, during the Clinton administration, almost completely focused on narcotics and counternarcotic policies. During the period there was increased funding for counternarcotic programs. Consistent with the Clinton Administration’s overall foreign policies, funding for support of peace and peaceful democracy in Colombia was expanded during the administration. Likewise the administration continued to support peace, prosperity, and good governance in Colombia. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in the following collection areas— Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: WHORM Subject Files CF, Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. In the files of Sean Darragh there was one 3 ½ inch floppy disk containing two files. The materials from this disk have been processed but were closed in whole for national security reasons. An appropriate marker has been placed in the files.
