This collection consists of records related to funding levels of the Corporation for Public Broadcasting (CPB). It contains correspondence from concerned citizens, response letters from the President, memorandums between White House staff about the appropriate funding levels of the CPB, and annual bound reports from the CPB submitted to the President. Email from this collection consists primarily of the 1997 Omnibus Budget. Other email includes congressional reports or news reports concerning the federal budget. A few emails concern drafts of the President’s written response to questions concerning proposals by Congress to de-fund the CPB.

Since 1968, the Corporation for Public Broadcasting (CPB) has been the manager of the federal government’s investment in public broadcasting and the largest single source of funding for public radio and television. The CPB also provides the majority of the financial support for nearly 1,400 locally owned and operated public television and radio stations in the country, and provides the major source of funding to the Public Broadcasting Service (PBS), and National Public Radio (NPR). Following the 1995 Republican takeover of the House of Representatives, Speaker Newt Gingrich (RGA), announced his goal to “zero out” taxpayer financing of public broadcasting. Mr. Gingrich was joined in that pledge by Larry Pressler (R-SD), who two years later was defeated for re-election in a campaign where public television advocates were vocal about saving PBS and defeating Mr. Pressler. This collection consists of correspondence from concerned citizens, response letters from the President, memorandum routed between White House staff about the appropriate funding levels of the CPB, and annual bound reports from the CPB submitted to the President. These annual reports were further transmitted to Congress and contain detailed auditing of the corporation’s expenses and budgets for fiscal years 1992 through 1998. Email from this collection consists primarily of the 1997 Omnibus Budget. Other email include congressional reports or news reports concerning the federal budget. A few emails concern drafts of the President’s written response to questions concerning proposals by congress to de-fund the CPB.

Records that are responsive to this FOIA request were found in these collection areas - Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files; Clinton Presidential Records: White House Staff and Office Files; and Clinton Presidential Records: Automated Records Management System [Email]. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
