This is the third segment and release of records related to Freedom of Information Act (FOIA) request 2023-0710-F. The National Economic Council (NEC) was part of the Office of Policy Development and considered an equal in organization to the National Security Council. While the role of the National Economic Council was not primarily foreign or international, some issues were inevitably so. Open records in this segment include several emails related to information distribution, trade issues with Japan, and notes from an NEC Deputies Meeting. There are also important memos related to NAFTA negotiations with Canada and the court case Public Citizen v. Office of the United States Trade Representative (5 F.3d 549 (D.C. Cir. 1993)). W. Bowman Cutter, more frequently referred to as Bo, was already familiar with government work when he joined the Clinton Administration in 1993. Previously he served in the Office of Management and Budget during the Carter administration. Cutter was Deputy Assistant to the President for Economic Policy in the National Economic Council.
