Prior to being elected to the U.S. Senate, he was Governor of Oklahoma from 1975-1979 and served in the Oklahoma House of Representatives from 1967-1974. He resigned from the U.S. Senate in 1994 to become President of the University of Oklahoma, a position he held until June 2018.

The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email.
